SAPP Data Management

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRM SELECTION) COUNTRY: Southern African Power Pool region NAME OF PROJECT: Southern African Power Pool Program for Accelerating Transformational Energy Projects Grant No.: H9890 Assignment Title: SAPP Data Management System The World Bank is preparing a Program with the Southern Africa Power Pool (SAPP) to help accelerate preparation of priority regional power generation and transmission projects in the region of the Southern African Power Pool. The Program Development Objective is “to facilitate the preparation of priority regional energy projects in the Southern African Power Pool region”. Objectives of consultancy assignment The primary objective of the assignment is to select an organisation to provide a DMS solution for the Southern African Power Pool. The proposed cloud-based Data Management System will enable SAPP to have a central depository of all data related to planning, project preparation and development, operations, markets and environment. This will assist SAPP to easily access the data for any future requirements and future studies. The structure of the data portal will be such that SAPP Members will be able to upload and update the data seeing their own portfolio without access to other SAPP Members data. The SAPP will have full access. Open source and public domain data will be accessed by all members. The data portal should be designed with these functionalities in mind. Scope of work The work shall be ideally split into two (2) phases. Phase 1 – DMS Planning (one week) Within this activity, the contractor will get acquainted with the situation of the SAPP and plan the work accordingly. At that stage, the following activities are envisaged: • Carrying out an in-depth analysis of the SAPP requirements, including available infrastructure and constraints • Carrying out an in-depth review of the DMS requirements • Define the security and privacy approach according to the DMS specifications and related Zimbabwe laws and regulations • In collaboration with the SAPP team, establish the most suited approach for Data Migration • Defining a detailed workplan for the intervention • Defining a Training schedule according to the user needs • Defining a Change Management Plan The first phase, which is foreseen to last one week, will result into the following deliverable report, D1 - “Planning the DMS Implementation”, including, at least, the following sections: • Analysis of current situation and needed software customisation to meet DMS Requirements • Interoperability approach • Training Plan • Change Management Plan • Security and Privacy Approach • Data Migration Approach • Detailed planning for the software installation/customisation, technical support and training services to be supplied during the DMS implementation. MALAWI – ZAMBIA 400KV TRANSMISSION INTERCONNECTOR

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: Southern African Power Pool (SAPP) region - Malawi and Zambia Projects Grant No.: TF-A4772 Assignment Title: Feasibility Studies for the Malawi - Zambia 400kV Transmission Interconnector Project Background The Governments of Malawi and Zambia have, in line with the call for greater regional integration, agreed to strengthen their existing bilateral cooperation by among others, constructing the Malawi-Zambia Power Interconnector. To this effect, an Inter-Governmental Memorandum of Understanding (IGMoU) between Malawi and Zambia was signed in August 2015 in Lusaka, Zambia. During the same time an Inter-Utility Memorandum of Understanding (IUMoU) was also signed between ESCOM and ZESCO, the two respective national power utilities. Historically Malawi and Zambia have had cross border power trade at distribution level dating back to the year 2000 in which ESCOM supplies power to Zambian towns in the border area. This was undertaken in response to a resolution of the then SADC Council of Energy Ministers. From 2018, Malawi has also been benefiting from the cross border power supply from Zambia through a 33kV line from Chipata to Mchinji. This was undertaken in response to a resolution of the then SADC Council of Energy Ministers. Project Description The Malawi-Zambia Interconnector Project will involve constructing a 330/400 kV line from the newly constructed Nkhoma 400/132 kV Substation in Lilongwe in Malawi to the existing Chipata West 330/132 kV substation in Zambia. The total line distance is approximately 184 km out of which 40 km is in Zambia and 144 km is in Malawi. The 400/330kV transformation shall be at new Substation to be constructed at Border District of Mchinji in Malawi. The line route and preliminary design of the Line on the Malawi side was already demarcated and studied as part of the Malawi 400kV Transmission Backbone that was completed in 2018 with financing from the World Bank. Full Environmental and Social Impact Assessment (ESIA) for the line route on the Malawi side was also undertaken under the referenced study. The interconnector will be constructed to the same or better standard as the existing 400kV lines in the region, taking into account recent advances and improvements in line structures, conductor and insulators technologies. Considering that the route selection on the Malawian side has already been determined, the exact and final line route in Zambia will be chosen after optimization, taking into account the environmental and social safeguards. Objectives and scope of consultancy assignment The objective of this assignment is to carry out and develop a bankable feasibility study for the Feasibility Study for the Malawi - Zambia 330/400kV Transmission Interconnector up to Bankable stage and complete with Conceptual Design, Specifications and Tender Documents. On the Malawi side, the transmission line route from Nkhoma Substation in Lilongwe to the proposed Mchinji substation has been studied and the ESIA completed. These studies will however require to be reviewed under this assignment. The existing reports for this portion shall be availed to the consultants. The Consultant will review and confirm the transmission line route on the Malawi side and define the alternative power line routes for the Zambia side, confirm the transmission voltage levels, the main characteristics of the line and terminal equipment, etc. The Interconnector will have the purpose of facilitating electricity flow in both directions. Required Qualifications and Experience The Consultant shall be a qualified, internationally recognized firm with at least 15 years general and specific experience in similar projects. This shall involve at least 2 or more similar assignments executed/under execution by the firm, including at least 1 similar assignment in the Sub-Sahara region. The Consultant shall have experience in Power system analysis (static and dynamic) of large systems and planning/analyses of interconnectors, Economic and financial analysis of Power interconnector projects, Transmission line design, including geotechnical analysis, Demand forecasting, Analyses of regional power trades and markets. The firm should be able to field registered highly experienced multinational teams, covering at a minimum, the following key experts: Project Manager/Team Leader; Substations Engineer; Transmission Line Engineer; Structural/Civil Engineer; Financial Analyst/Power Economist and Surveyor. The SAPP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Project Description A complete Feasibility Study for the Malawi–Zambia 330/400 kV Transmission Interconnector up to the Bankable stage and complete with Conceptual Design, Specifications, Environmental and Social Impact Assessment and Resettlement and Compensation Action Plan needs to be carried out. On the Malawi side, a full Feasibility Study and ESIA for the line from Nkhoma Substation to the border with Zambia in Mchinji has already been completed as part of the Malawi 400 kV Transmission Backbone Project and only an update of this Feasibility Study and ESIA will be required as part of the joint Feasibility Study and ESIA for the Interconnector. On the Zambian side, no previous work has been done and the Feasibility Studies. Objectives and scope of consultancy assignment The main objectives of the assignment are to support route selection work, with E&S Route Screening Studies; and undertake an independent Environmental and Social Impact Assessment (ESIA) of the Project. The ESIA will consider construction and operation of high voltage transmission lines in both Malawi and Zambia. The Scope of work has been presented and will include the following activities: Malawian portion of the line, the consultant is required to: For the: • develop and implement a Stakeholder Engagement Plan. • review and update the existing Environmental and Social Impact Assessment (ESIA) report and Environmental and Social Management Plan (ESMP) for the line from Nkhoma Substation to the border with Zambia in Mchinji, in line with international best practice standards on environmental and social sustainability, such as the WB Environmental and Social Standards (ESS). For the Zambian portion of the line, the Consultant is required to: • develop and implement a Stakeholder Engagement Plan. • participate with the Feasibility Study Consultants in the initial (prefeasibility) investigation to identify and assess network and route options, culminating in the selection of a preferred option to carry into the ESIA and full Feasibility studies. • prepare an Environmental and Social Impact Assessment report including Environmental and Social Management Plans compliant with international best practice standards on environmental and social sustainability, such as the WB Environmental and Social Standards (ESS). The scope of work that will be undertaken for the entire line i.e. Malawian and Zambian portions include the following: • To prepare a Resettlement Action Plan (RAP). • To participate in the preparation of the full Feasibility Study, including the Conceptual Design and Tender Documents. • To secure the necessary environmental licenses or license updates, as required, from the Malawian and Zambian environmental regulators and to advise about any other permits or licenses related to environmental and social safeguards. Required Qualifications and Experience The Consultant shall be a qualified, internationally recognized firm with at least 15 years general and specific experience in similar projects. Project Management Advisor

REQUEST FOR EXPRESSIONS OF INTEREST (Consulting Services – Individual Selection) Country: SAPP Region Name of Project: Southern African Power Pool Program for Accelerating Transformational Energy Projects Grant No.: IDA-H9890 Assignment Title: Project Management Advisor The World Bank is preparing a Program with the Southern Africa Power Pool (“SAPP”) to help accelerate preparation of priority regional power generation and transmission projects in the region of the Southern African Power Pool. The program development objective is “to facilitate the preparation of priority regional energy projects in the Southern African Power Pool region”. As part of this initiative, SAPP intends to procure the services of a Program Management Advisor. Scope of work: The Program Management Advisor shall work with Project Specialists and be responsible for developing the priority projects in the SAPP pipeline. Duties and responsibilities: • Work closely with the Chief Transactions Advisor and provide him/her with any required information and reports to ensure smooth and proper implementation of the AREP program. • Assist the Chief Transactions Advisor to provide information and updates on project activities and /or implementation issues as requested by SADC, the SAPP, government agencies, other project stakeholders, and the World Bank. • Provide project progress reports as well as briefs and reports on an ad hoc basis. • Work as the advisor to Project Specialists and provide capacity building to Project Specialists. • Identify issues that affect project implementation and identify solutions in agreement with the Chief Transactions Advisor. • Work and advise on the development of appropriate project structures with a view to attracting private sector investments and optimizing the mix of financial instruments. • Ensure that projects are completed on time and within budget and ensure that project objectives are met. • Liaise with stakeholders on project plans. • Supervise and evaluate the performance of Consultants. • Any other duties as assigned by the Chief Transactions Advisor. Qualifications and experience: • Master’s degree or equivalent in business administration, finance, engineering, or economics. • A minimum of 10 years of relevant energy sector/transaction experience in project management. Must show a track record of projects/investments in which he/she has been involved with high-level responsibility (related to project finance, negotiation, coordination, management, etc.), experience of working in Africa is an advantage. • Ability to work under pressure and manage responsibilities within tight deadlines. • Experience in the field of project finance, infrastructure finance, credit enhancement design; and transaction design experience for complex PPPs. • Experience with PPPs and commercial deals in developing country context. • Familiarity with best practices in infrastructure finance. • Knowledge of contracts, bid processes, project design and the wide range of risk instruments. • Recognized by peers and/or managers for providing high quality, pragmatic advice to senior officials and practitioners on PPPs. • Experience building partnerships, including negotiations with donors, and executing agencies. • Demonstrated ability to engage on a range of issues in developing countries including advice on both program and project development. • Understanding of how governments work and political sensitivities – especially as they relate to development of key national infrastructure/cross-border infrastructure. • Client focus and commitment to results. • Strong ‘people’ skills – able to develop strong working relationships and able to develop high levels of trust across public and private sectors by demonstrating high levels of competence, professionalism, political awareness, tact, and diplomacy. • Excellent English proficiency, both spoken and written. • High level written and oral presentation skills. Duration of assignment: The duration of the assignment is for 12 months, with an initial probation period of 3 months. Subject to the Consultant's satisfactory performance of the assignment, the contract may be extended. Reporting and location: The Project Management Advisor will report to the Chief Transactions Advisor and provide advisory services to Project Specialists. The Project Management Advisor will receive support in the fiduciary functions of financial management, procurement, and environmental and social safeguards from the respective specialists. SAPP headquarters are in Harare, Zimbabwe. While the Project Management Advisor is not expected to reside full time in Harare, Zimbabwe, he/she should be willing to spend at least 70% of his/her time in the SADC region. During the times in the region, office space will be provided at the SAPP Headquarters in Harare and at such other place in the Southern African region that SAPP may decide. The job involves a lot of travel and candidates should be willing to travel extensively within the SADC region and abroad. Scope of work Reporting to the Coordinator/ Project Transaction Advisor and working alongside colleagues in the Directorate of Infrastructure at SADC Secretariat, the Project Administration Officer (PAO) will be responsible for providing support to the Technical Experts working on preparation, development, financing, and implementation of regional energy projects by SADC Secretariat. The deliverables will include, but not limited to: • provide secretarial and administrative functions, organize project events, perform procurement and support overall programme planning and activities; and • handle management of budgets, procurement, processing expenses, formatting and proofreading documents, coordinating and booking travel, scheduling meetings, coordinating meetings and events, and researching and preparing materials. Required Qualifications and Experience • At least a Bachelor’s Degree covering administration, project management / business management / or related discipline with at least 5 years’ experience managing development assistance projects. A Master’s degree will be added advantage; • Excellent report writing skills; • Computer proficiency with commonly used packages like MS Word, Excel, and Power Point and familiarity with data base management programmes; • Knowledge of project management software like MS Project • Experience in organizing high level events such as investor forums, presidential event, ministers meeting and others; • Flexibility and willingness to work in high pressure environment; • Strong work ethic and willingness to take ownership for wide-ranging responsibilities; • At least 5 years’ project management experience on a regional project funded by a major donor such as WB, EU, AfDB, GIZ, USAID or multilateral institutions such as UN etc; • Previous experience with World Bank programmes will be an added advantage; and • Excellent written and verbal communication skills in English. A good working knowledge of Portuguese and French languages will be an added advantage.
