REQUEST FOR EXPRESSIONS OF INTEREST - INDIVIDUAL CONSULTANT Electronic Communications Policy - São Tomé and Príncipe Finance Agreement Reference: IDA-E0730 Project No. P177158 Assignment Title: Technical Assistance to draft the Electronic Communications Policy for São Tomé and Príncipe (STP) Reference No. 32/C/DSTP/2025 The Government of the Republic of Sao Tome and Principe (GoSTP) has received a grant financing from the World Bank toward the cost of the Digital São Tomé e Príncipe Project (DSTP) whose objective is to improve equity and sustainability of telecommunications services between the islands of São Tomé and Príncipe, and strengthen data governance, data systems and statistical capacity. The consulting services (“the Services”) include to develop a Policy for the Electronic Communications sector, which establishes the guiding principles and guidelines for the development of the telecommunications market with an emphasis on promoting competition and promoting digital inclusion and technological innovation. The duration of the assignment will be for a period of 6 months. DSTP invites qualified individual consulting (“Consultants”) to express their interest in providing the services sending a Letter of intent, Curriculum Vitae and proof of training and skills as stated in the Curriculum Vitae. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services according to the TOR. This mission is focused on assisting the Government and, more specifically, the General Directorate of Registries and Notaries (DGRN), responsible for CR ( Civil Registration ) and DI (Digital Identity), in strategic planning and technical updating of both systems. It is closely linked to broader development imperatives for STP to invest in digital identity management to support digital platforms, including e-government, and to improve the efficiency and effectiveness of decision-making and the provision of public and private services, including financial inclusion. • The objectives of the consultancy are to formulate: • a four-year global strategy and implementation roadmap for strengthening the ID ecosystem, including updating and managing national ID systems and strengthening the ID ecosystem, to be formally adopted by the Government of STP; It is • the detailed technical and functional documentation of the systems, which will be used to inform system developments and updates, as well as potential acquisitions. DSTP invites qualified consultants to express their interest in providing the aforementioned services. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants must have adequate technical capacity and must meet at least the following eligibility criteria: • Training (Postgraduate, Master's) in the areas of public administration, economics, management, and other related or applicable areas, with a combination of having a first university degree (Bachelor's/Bachelor's Degree) + 10 (ten) years of applicable experience being acceptable. • At least 7 (seven) years of experience in public administration or in advising them - at a strategic and technical level - in the development and implementation of complex ICT projects facing the public (preferably, digital identification, civil registration, electronic public administration, and the possession of these 3 specific experiences is what allows the attribution of maximum marks for this criterion) • Proven experience translating strategic and commercial requirements into technical and functional requirements for successful acquisitions, preferably in the areas of Digital Government or Digital Identity • Proven experience in developing successful implementation strategies and/or roadmaps in the digital area with a special focus on Digital Identity • Advanced knowledge of civil registration, including proven experience advising governments on civil registration and/or improving vital statistics • Advanced knowledge of national identification systems, including emerging technologies related to cards, biometrics, authentication, systems design, security and data management. • Proven experience in designing the architecture of identification systems; • And others, as defined in the ToR. Applicants must have adequate technical capacity and must meet at least the following eligibility criteria: • Research or practice experience in data strategy development, data governance and data management in Sub Saharan Africa. • Familiarity with international trends, good practices, and standards in data strategy development and implementation. • Strong analytical and research skills, with the ability to assess existing data management practices and recommend improvements. • Experience working with government entities and an understanding of the specific challenges faced in Sub-Saharan African countries. • Experience in legal and regulatory frameworks related to data protection and privacy an asset. • Stakeholder engagement abilities, including the facilitation of workshops and interviews. • Fluency in written and spoken Portuguese. Applicants must have adequate technical capacity and must meet at least the following eligibility criteria: • A minimum of five years of experience conducting qualitative research based on in-depth interviews and focus group discussions and analyzing qualitative data; • Demonstrate ability to conduct such research, based on published materials, tools, reports, etc.; • Strong analytical and sociological skills, knowledge, understanding and practical implementation of research methods ; • Solid knowledge of issues related to marital status and identification of persons, registration, data protection, service delivery, access to services and human-centred approaches, etc.; • Work experience in STP or in an island country or comparable country in sub-Saharan Africa; • Team with excellent level of communication in Portuguese; • Team comprising qualified local staff • Strong speaking and writing skills in Portuguese. REQUEST FOR EXPRESSIONS OF INTEREST Interoperability Platform Implementation (Strategic planning and technical and functional design) - Republic of São Tomé and Príncipe Finance Agreement Reference: IDA-E0730 Project No. P177158 Assignment Title: Technical Assistance for the Implementation of the Interoperability Platform Reference No. 03/C/DSTP/2023 The Government of São Tomé and Príncipe (GoSTP) has received a grant from the International Development Association (IDA) to cover the cost of the DIGITAL SÃO TOMÉ E PRÍNCIPE Project (DSTP) and intends to apply a portion of such grant for payments under the contract to recruit a specialized consulting firm to PROVIDE the Technical assistance for IMPLEMENTATION OF THE INTEROPERABILITY PLATFORM for S. Tomé and Principe. The STP Digital Governance Strategy, with the support of the United Nations Development Programme (UNDP), defined a set of structuring initiatives with the objective of consolidating the different government systems into a new and integrated data infrastructure, among them, the National Interoperability Framework (NIF). The NIF defines a minimum set of premises, policies, recommendations, and technical specifications that regulate the use of information and communication technology (ICT) in the interoperability of information systems and public sector services. In order to operationalize the NIF, GoSTP must implement an interoperability platform, a computer application that allows different systems—regardless of their software or technology—to communicate, exchange data, and integrate processes. This consultancy has the following objectives: • Deploy the interoperability platform; • Establish a standardized methodology for the implementation of interoperable services; • Implement the interconnection of at least five (5) information systems of the GoSTP in the interoperability platform; and, • Train GoSTP officials to manage the interoperability platform. DSTP now invites eligible consultants to indicate their interest in providing these services. The National Agency for the Protection of Personal Data (ANPDP) was institutionalized on April 24, 2018, as a State Authority, nationwide, independent and with administrative, financial and patrimonial autonomy. Its Main Mission, pursuant to article 3 of Law No. 07/2017 – Law on the Organization and Operation of the ANPDP (LOFANPDP), is to control and supervise compliance with legal and regulatory provisions on the protection of personal data, in strict respect for human rights and the freedoms and guarantees enshrined in the Constitution and the law. In order to fulfill its Mission, the ANPDP is structured, in terms of Support, into four Services, namely: (I) Legal; (ii) Information and International Relations; (iii) IT and Inspection; and (iv) Administrative and Financial. ANPDP activities have been carried out manually or using Microsoft applications, which poses great difficulties, both in terms of recording and processing, in terms of quality and control, and also in terms of the reports necessary for decision-making and information that, under legal terms, must be made available to internal and external customers. Therefore, it is expected that these and other operational difficulties can be overcome with applications that will be designed and developed to measure. DSTP now invites eligible consultants to indicate their interest in providing these services.
