REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) GOVERNMENT OF THE KINGDOM OF SWAZILAND MINISTRY OF HOUSING AND URBAN DEVELOPMENT AND MINISTRY OF TINKHUNDLA ADMINISTRATION AND DEVELOPMENT SWAZILAND LOCAL GOVERNMENT PROJECT (SLGP) PUBLIC SECTOR MANAGEMENT CONSULTANT SERVICES Project ID No. P095232 EXPRESSION OF INTEREST – ENVIRONMENTAL AND SOCIAL SAFEGUARDS TRAINING CONSULTANCY This request for expression of interest follows the general procurement notice for this project that appeared in the dg market on the 13 December 2010. The Government of Swaziland received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Swaziland Local Government Project. The project includes three components, as follows: • Component 1 (Tinkhundla Infrastructure and Capacity Building Support) provides performance-based funding for small-scale infrastructure within eightselected Tinkhundla and capacity-building support to the administration structures of the eight Tinkhundla. • Component 2 (Urban Infrastructure Grants and Capacity Building Support) provides discretionary grants to finance capital investments in local roads, and provides capacity building support to twelve urban local governments to provide and sustain local services. • Component 3 (Project Management and Technical Assistance) supports the establishment and operation of the Project Support Team (PST), strengthening the capacity of urban local governments and Tinkhundla, carrying out of performance assessments and related reviews, and strengthening the local government monitoring systems of the Ministryof Housing and Urban Development and the Ministry of Tinkhundla Administration and Development. The Government of Swaziland intends to apply part of the loan proceeds for consulting services. The implementing agencies are the Project Support Team, the twelve urban local governments and the Micro Projects Programme. The objective of this assignment is to build capacity of Local Governments in the application of World Bank safeguard policies during implementation, monitoring and reporting of the ESMF and ESMPs. The training would include World Bank environmental and social safeguards policies and their impact on the project, familiarization with the details of the project ESMF and RPF, and theprocesses associated with screening and categorization of sub-projects and mitigation of environmental and social impacts in implementation of the sub-projects. Case studies and other practical approaches to encourage learning and participation are envisaged. Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 and revised in October 2006 and May 2010 edition). The consultancy will be procured using Individual Consultant Selection (ICS) The Project Support Team now invites eligible individual consultants to indicate their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services. The consultant will need to meet the following criteria: • Tertiary education with a Degree in Environmental/ or Social science, or related discipline • Proven experience in delivering technical training programs • Good experience ( min5 yrs.) of direct involvement with project safeguards assessment and monitoring • Extensive experience ( min 10 years with a detailed knowledge of World Bank operations and safeguards policies) • Resident locally or in the region . The level of effort required will be 2.0 weeks inclusive of preparation, execution and reporting. The assignment includes inception/Course content and Training/ workshop report. The objective of this assignment is to conduct a quality review of the Performance Assessments to ensure that they are being undertaken without bias and/or influence, make revisions if any are identified that require attention and to ascertain whether the PAs are carried-out in accordance with the Terms of Reference for conducting the PAs and the specific indicators, targets and scores as set out in the Performance Assessment Manual. Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 and revised in October 2006 and May 2010 edition). The consultancy will be procured using Individual Consultant Selection (ICS) The Project Support Team now invites eligible individual consultants to indicate their interest in providing the above services. The expected duration of the assignment is 40 working days for each review and the first review will be undertaken during the second quarter of 2015/16, while the last review will be carried out during the last quarter of 2016/17. This means that the first PA review will commence in August 2015 and last 40 working days while the second PA review will commence in February 2017 and complete in 40 working days. The contract would be renewable once, subject to satisfactory performance. Swaziland Local Government Project (SLGP) Terms of Reference for Service Delivery Evaluation Consultancy • Background The Government of Swaziland (GoS) received a loan of 26.9 million U.S. Dollars from the World Bank to finance the implementation of the Swaziland Local Government Project (SLGP). To this loan amount, the GoS is contributing USD 4million to support project management activities. The SLGP became effective on the 12th March2012 and is comprised of the following components: • Component 1 (Tinkhundla Infrastructure and Capacity Building Support) which consists of two sub-components: Component 1(a) provides performance-based funding for small-scale infrastructure within selected Tinkhundla local governments; Component 1(b) provides capacity-building support to Tinkhundla government structures. • Component 2 (Urban Infrastructure Grants and Capacity Building Support) which consists of Component 2(a): performance-based infrastructure grants to finance capital investments in local roads, and Component 2(b): capacity building support to urban local governments to provide and sustain local services. • Component 3 (Project Management and Technical Assistance) supports establishment and operational costs of the Project Support Team (PST) responsible for coordinating project implementation, strengthening the capacity of urban local governments and Tinkhundla in overall local government management and systems, strengthening the financial capacity of urbanlocal governments through the delivery of advisory services, carrying-out performance assessments and related reviews, and strengthening the local government monitoring systems of the Ministry of Housing and Urban Development and the Ministry of Tinkhundla Administration and Development. The Projectdevelopment objective is to assist the Government of Swaziland develop institutionally strengthened rural local governments (Tinkhundla) and urban local governments. Lead implementation of the project is the responsibility of Ministry of Housing and Urban Development (MHUD), which oversees the project through the Project Support Team (PST). General oversight of the project is provided by a Project Steering Committee (PSC). The PST comprises six officers, led by the Project Coordinator who is responsible for Component 2. The Deputy Project Coordinator is responsible for management of Component 1, while a Technical Assistance Coordinator is responsible for Component 3. A Procurement Specialist, Project Financial Management Officer, and Environmental and Social Safeguards Officer complete the team. Implementation of sub-component 1(a) grant-funded sub-projects is led by the Microprojects Programme on behalf of participating Tinkhundla, while implementation of local road works financed by the performance-based incentive grants under sub-component 2(a) is the responsibility of the Urban Local Governments (ULGs). Capacity Building Support to the local Governments is respectively provided through two four-person Mobile Capacity Building Teams contracted under components 1b and 2b of the project. • Objective The objective of the assignment is to determine the extent to which infrastructure assets have been created under the project by examining the technical quality and quantity of public goods financedby the project, the cost effectiveness of investments, safeguards issues, participation in the planning and budgeting process, and disclosure of information to the public. • Scope of Services The consultant will be required to, through the process of research and analysis, consultation and application of their own expertise will be required to determine the extent to which infrastructure assets have been created under the project by examining the technical quality and quantity of public goods financedby the project, the cost effectiveness of investments, safeguards issues, participation in the planning and budgeting process, and disclosure of information to the public. The findings should be presented in a report to be presented to stakeholders and to be used to guide decision making during the medium term review for the project. The assignment is expected to be undertaken in the following stages: • Inception Report: Upon appointment, the consultant is expected to prepare an inception report defining the approach and methodology to be used in undertaking the assignment as well as present the schedule of activities. This report would be discussed with stakeholders in a workshop arrangement. • Field appraisals The consultant is also expected to consult widely with project stakeholders in conducting the assessments and documenting the findings. He/she should have a minimum first degree in their respective field and extensive consultancy experience. • Duration and Estimated Level of Input The study is expected to last for 30 days and the level of input expected is sixty (30) person-days. • Facilities Provided by the Client The SLGP Project support Team will provide assistance to a non-resident consultant in obtaining the necessary permits and visas for the consultant to carry out its project-related activities in Swaziland, and will assist in arranging initial meetings with interested and affected parties. The client will providethe two workshop venues and meals for an estimated attendance of 30 at each workshop.

The assignment also seeks to determine the project's impact on such issues as local government planning and budgeting, financial management, audits, and asset management with the ultimate goal of using the findings to inform mid-term review of the project • Scope of Services The consultant will be required, through the process of research and analysis, consultation and application of their own expertise, to undertake a training evaluation study entailing assessment of the effectiveness of the two mobile capacity building teams (RCBMT and UCBMT) in terms of developing and implementing training plans and programmes for the local governments in the key project focal areas of municipal management and planning (Local administration and planning); finance and financial management; public participation and accountability; and technical, procurement, asset development and management. The consultant will also be required to conduct an assessment of how the project has impacted on local government planning and budgeting, financial management, audits, and asset management and produce a report on findings for presentation to stakeholders and for use during mid-term review to guide decision making. The assignment is expected to be undertaken in the following stages: • Inception Report: Upon engagement, the consultant is expected to prepare an inception report defining the approach and methodology to be used in undertaking the assignment as well as the schedule of activities to be undertaken in executing the assignment. Specific experience with Swaziland localgovernments will be an added advantage. • Duration and Estimated Level of Input The study is expected to last for 30 days and the level of input expected is 30 person-days. • Facilities Provided by the Client The SLGP Project support Team will provide assistance to a non-resident consultant in obtaining the necessary permits and visas for the consultant to carry out its project-related activities in Swaziland, and will assist in arranging initial meetings with interested and affected parties. Component 3: Project Management and Technical Assistance This component will finance: (i) Project Management, includingthe establishment and operation of the Project Support Team (PST) (fully financed by the Government of the Kingdom of Swaziland); (ii) Formal training and capacity building to strengthen the capacity of ULGs and Tinkhundla in overall local government management and systems; (iii) Technical Assistance to support local government borrowing; (iv) Performance assessments and policy studies; and (v) Technical Assistance to strengthen local government monitoring systems of the Ministry of Housing and Urban Development and the Ministry of Tinkhundla Administration and Development.
