Contract Title: Acquisition of a Billing Verification System for Mobile Services in The Gambia

• The Government of The Gambia has received financing from the World Bank toward the cost of The Gambia Fiscal Management Project and intends to apply part of the proceeds toward payments under the contract: Acquisition of a Billing Verification System for Mobile Services in The Gambia.

• The Gambia Fiscal Management Development Project now invites sealed bids from eligible bidders for the Acquisition of a Billing Verification System for Mobile Services in The Public Utility Regulatory Authority. The following are the main objectives of the Billing Verification System:

• The system is intended to cover a whole gamut of services that include the monitoring and billing of Electronic communications, Promotions and Bundles for Voice, SMS and data services;
• The system should be designed to ensure programmed tariffs can be entered by PURA staff to ensure the veracity of claims by Operators;
• The system should contain sufficient storage for tracking, storing and archiving billing test records for a period of 6 months;
• Provide training for PURA staff who will be responsible for the management of the solution;
• Provision of relevant hardware for the system;
• Warranty for the solution and any other components. The delivery and project implementation is at the Public Utility Regulatory Authority (PURA). The delivery period is three months from contract award.

• Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

• Interested eligible bidders may obtain further information from Ngenarr Sosseh, Procurement Specialist, Gambia Fiscal Management Development Project and inspect the bidding documents during office hours Monday to Thursday from 8am- 4pm and Fridays from 8am to 12:30pm at the address given below.

• A complete set of bidding documents in English may be obtained free by interested eligible bidders from the address below or via email. The document will be sent by Electronic as well as hardcopy if requested by the bidder.

• Bids must be delivered to the address below on or before 25 November 2021 at 12:30 GMT. Electronic bidding will be permitted. Late bids will be rejected. Bids will be publicly opened electronically via online link in the presence of the bidders’ designated representatives and anyone who choose to attend, will be provided with a link for the opening session.

• All bids must be accompanied by a “Bid-Securing Declaration. (Form enclosed within the bid document).
