The Gambia Ministry of Health has received financing from the World Bank toward the cost of the Gambia Essential Health Services Strengthening Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes services to provide technical support to the National Health Insurance Authority of The Gambia to carry out inception actuarial study to inform policy decisions for the implementation of the proposed National Health Insurance Scheme.
The Ministry of Health Projects Coordination Unit now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the individual.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection (CS) method set out in the Procurement Regulations.

Applications are invited for an individual consultancy to provide technical support to the National Health Insurance Authority of The Gambia to carry out inception actuarial study to inform policy decisions for the implementation of the proposed National Health Insurance Scheme.
Scope of work
The Consultant will be responsible for the following tasks:
- Identifying relevant data and information required for actuarial analysis of the NHIS
- Generating actuarial assumptions for projecting revenues of the NHIS
- Generating actuarial assumptions for projecting the cost of the NHIS
- Performing a valuation of proposed benefits package and service charge options in order to determine the costs and feasibility of the packages and how these align with the financial sustainability of the NHIS
- Performing a sensitivity analysis to generate alternative scenarios on costs and revenues as appropriate
- Developing actuarial and financial models for the National Health Insurance Scheme
- Projecting costs and revenues of the national health budget over a period of ten (10) years taking into account the potential impact of the introduction of NHIS
- Developing templates for health utilization, benchmarking and cost trend forecasts
- Developing the internal capacity of the NHIS actuarial division and other key staff through tailored capacity building
The consultancy will cover the period from July 4, 2022 to June 30, 2023 for 80 days.
Tasks and Responsibilities
The Consultant will collect data for undertaking actuarial analyses and plan for capacity building activities. Tasks will include:
- Developing data collection methodology and tools.
- Organizing qualitative and quantitative data collection including interviews with key informants, reviewing publications, organizational charts, planned benefits and projected financial flows.
- Developing materials for building the capacity of NHIS Actuarial Team
Deliverables
- Report on methodology for data collection, including a list of quantitative data collected, list of people interviewed, interview questionnaires and work plan
- Report on stakeholder consultations and quantitative data collection
- Report on inputs provided for the tasks noted above will be submitted prior to payment
Qualifications
The Consultant must satisfy at least two of the following:
- Be a member of a national actuarial society in any of the ILO member countries, with experience in actuarial work in social protection; or
- Be a member of a national actuarial society, or be a qualified mathematician, statistician or economist who has undergone recognized training program in actuarial techniques for social protection schemes or proven his/her professional knowledge through a series of examinations
- Have relevant experience in preparing and using quantitative and qualitative data
- Have at least ten years of experience in handling actuarial analyses of a social protection scheme preferably in an African country.
- Prior experience of similar assignments will be an advantage
