Background

The Government of The Gambia received support from the World Bank to implement a Thirty- One Million United States Dollars (US$31m - US$30m IDA and US$1m –GOTG) Social Safety Net Project in the country. The Project Development Objective (PDO) is to improve the coordination of social assistance activities, provide temporal support to rural households in the wake of COVID-19 pandemic and increase inclusion of the extreme poor in the Nafa Program.

The project intend to apply part of the proceed of this fund to hire the services of a qualified and competent consultant to develop Financing Strategy for Social Protection in The Gambia, for future Social Assistance.

Objective:

The objective of the consultancy is to develop a Sustainable Financing Strategy for Social Protection in The Gambia that enables the identification of core and predictable funding for the implementation of priority activities identified within the National Social Protection Policy which are sustainable in the long term.

Tasks and Activities:

The specific tasks and activities of the Development of Financing Strategy Consultant will be as follows:

(1) Task: to facilitate the reform of the national social protection system (Technical Working Team)

Activities:

  • Develop a sustainable financing strategy and mechanism to fund the implementation of the NSPP and specific programs
  • Earlier in 2020, the National Social Protection Steering Committee (NSPSC), a body comprising a wide range of government, quasi-government, non-government organizations and development partners working in the field of social protection, decided to set up a Technical Working Team (TWT) to work on the development of such a strategy and mechanism for delivery.
  • An analysis of fiscal space for the financing of social protection[1] in The Gambia was conducted in 2018 and noted that the majority of social protection projects and programmes were donor funded. The analysis highlighted the importance of developing sustainable, domestic financial and budget management mechanisms within the country with respect to the funding of social protection.
  • The NSPS intends to recruit a consultant to provide support to the TWT for the development of the Financing Strategy for Social protection in The Gambia. (2) Task: Expected Deliverables

Activities:

  • Inception Report including methodology, timetable, report outline
  • Draft Financing Strategy for Social Protection in the Gambia
  • Final Financing Strategy for Social Protection in the Gambia Qualification and Experience

Qualification:

  • At least a master’s degree in economics, social sciences, and related fields. Experience
  • Have at least 10 years of experience working with governmental entities and/or international organizations.
  • Have experience conducting analytical work on social protection and development program financing, preferably in African countries.
  • Experience working in countries with weak institutional capacity and scarce data. Language requirement
  • Excellent written and spoken English. Functional Competencies:
  • Excellent analytical skills.
  • Excellent quantitative and statistical skills.
