REQUEST FOR EXPRESSIONS OF INTEREST

PROVISION OF CONSULTANCY SERVICES OF TECHNICAL ASSISTANCE FOR ASSESSING AND IMPROVING THE MONITORING AND EVALUATION FRAMEWORK OF ASDP II

- The Ministry of Agriculture has received financing from the World Bank toward the cost of the Tanzania Food System Resilience Program (TFSRP) and intends to apply part of the proceeds of this financing to cover eligible payments under the contract for consulting services of Technical Assistance for Assessing and improving the Monitoring and Evaluation Framework of ASDP ii
- The consulting services (“the Services”) includes to
i. Evaluate the design, implementation and use of the ASDP II M&E Framework (2019/2020) with its progress and results indicators (specifically, crop sub-sector indicators Develop a facilitators training Program for the scheme function diagnostic and the agreement preparation process.
ii Map intended and actual assumed roles and responsibilities in the M&E Framework of ASDP II; identify gaps and shortcomings in the M&E Framework of ASDP II.
iii Assess the current system of agricultural data collection (ARDS) in terms of methodology, process and tools such as data source, data reliability, sampling, questionnaire, data collection and management capacities and the ARDS platform.
iv. Conduct a capacity needs (Staff) assessment of the newly established M&E Unit at the Ministry and LGA field monitoring officers, that is organizational and human capacity, routine monitoring capacity and practices, functioning of survey and surveillance tools, data storage and management, data analysis, planning tools, supervision and financial budget.
v. Prepare comprehensive report based on findings of the assessment and present to the high-level Management of the Ministry.
vi. Explain why the previous M&E failed to be implemented and generate lessons learned and recommendations for the current one to ensure successful implementation.
vii. Prepare revised M&E Framework for a new ASDP II and other MoA supported programs.
viii. Consultation and validation of the M&E Framework with stakeholder at MoA, ASLMs, particularly PO-RALG, LGAs, ATO, Development Partners and other relevant agencies.
ix. Prepare a Business Plan for the MoA M&E Unit and Terms of Reference for the development and implementation of core functions/mechanisms/tools needed for the effective implementation of the revised M&E Framework.
- The assignment will be undertaken as stated in the TOR. The total duration for the entire assignment shall be Three (3) months from the contract signing date. The detailed Terms of reference (TOR) for the assignment are available on the following website https://www.kilimo.go.tz.
- The Permanent Secretary Ministry of Agriculture (MOA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(a) The Consulting firm(s) should have at least ten (10) years general experiences.
(b) Experience at least two (2) projects performed of similar nature including agriculture projects within the recent ten (10) years in Africa/ developing countries.
(c) The Consulting firm(s) shall make available personnel with the qualifications and experience necessary to perform project tasks to a high standard necessary for the completion of the entire assignment.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm.
- A Consultant will be selected in accordance with the Quality and Cost-Based selection (QCBS) method set out in the Procurement Regulations.
