- Background: The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Ministry of Public Service and Human Resource Development (MoPS&HRD) has requested the World Bank to support the preparation and implementation of the Institutional Development and Capacity Building (IDCB) Project and has received a Project Preparation Advance (PPA) towards the IDCBP. The objective of the project is to improve results orientation, core human resources development and public finance management capacities and functions in targeted central government ministries and agencies.
Between 2009 and 2011 a first generation electronic payroll system, known as South Sudan Electronic Payroll System (SSEPS-I) was introduced in South Sudan. SSEPS-I operated at both national andsub national levels. Between 2012 and January 2014 SSEPS-II was designed, developed and implemented as an upgraded electronic payroll system.
The IDCB Project is seeking to use a portion of the PPAto finance an Individual Consultant to assess/test the Electronic Payroll System Design, Functionality and Implementation Plan that has been rolled out at national and sub national levels.
- Responsibilities and duties
The Consultant will be expected to perform the following tasks:
- Review and test the key business processes and the expected outcomes of each process; the adequacy of the system for all levels of government.In particular, it should assess the adequacy of SSEPS I and SSEPS II functionality for supporting HR processes at Local Government level within the context of proposed / expected IT support to Local Governments
- Discus the assessment/testing report with MoPS&HRD and the firm providing the bridging support.
- Organize a workshopto record inputs/comments/suggestions from various stakeholders to feed into the report.
- Provide a matrix ofrecommendations and considerations to: (i) improve the design of SSEPS II (practical improvements to SSEPS II and supporting materials) and, if relevant, to SSEPS I; and (ii) make roll-out at the States and Local Governments quicker - a recommended 'road map' for SSEPS roll-out
- Review and comment on the responses of the Service Provider supporting SSEPS II roll-out to the matrix of recommendations and considerations.
- Produce a final report taking into consideration the comments and inputs made on the draft report.
- Duration of assignment: It is estimated that the assignment will last for 40 person days with at least 30 days to be spent on-site / in country, including within country travel.
- Reporting relationship: The Consultant will report tothe Undersecretary of Public Service and Human Resource Management.
- Selection Criteria: The selection shall be based on qualification and relevant experience of the candidate and followed by an interview. The qualification and experience should include: a Master's degree in Human Resource Management, Public Administration or a relevant field; detailed and comprehensive understanding of payroll processes and practicesat National and Sub-National levels in weak capacity and decentralizing environments and have understanding of the South Sudanese context; significant experience in design and implementation of public sector management systems in a fragile state context; and at leastten years of relevant international work experience.
To ensure objectivity, the candidate should not have been involved in the design of either SSEPS I or SSEPS II.

The Ministry of Finance and Economic Planning/Ministry of Public Service and Human Resource Development now invites eligible applicants to indicate their interest to be contracted for the above mentioned consulting assignment. Interested applicants must provide information indicating that they are qualified to perform the Services and submit their Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail) to the address below.
