  • The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of SNSOP. The SNSOP is a World Bank (WB) funded project which will be implemented by the Ministry of Agriculture and Food Security (MAFS) and the Ministry of Gender, Child and Social Welfare (MGCSW). The MAFS will be the lead implementing agency responsible for overall implementation, fiduciary, Environment and Social Framework (ESF) compliance for the project through the established Project Coordination Unit (PCU). The MAFS has strong previous experience in implementing several WB funded projects including the Safety Net and Skills Development Project (SNSDP) with day-to-day oversight and management. MGCSW will fully implement activities under Component 3 and will actively participate in the implementation, monitoring, and supervision. Part of the PCU will be established at the MGCSW which will allow the ministry build their capacity for future project implementation. The PCUs in MAFS and MGCSW will work closely in the project implementation, monitoring and evaluation. Based on aforementioned, MAFS and MGCSWS intends to apply part of the proceeds for the payment for the services of the Procurement Officer.
  • The main objective of this assignment is timely implementation of the procurement plan through efficient and effective procurement processes to guarantee timely acquisition of goods, works and services. The Project Procurement Officer is expected to support a procurement management system for the SNSOP that adheres to the World Bank Procurement Regulations and other requirements stipulated in the Project Documents

Responsibilities: The Procurement Officer will be responsible in ensuring timely preparation/updating, and submissions of the project Procurement plans for review and approval of the World Bank; Provide advice and ensure that all the procurement activities of the project carried out by the PCU conform and are compliant with the project’s Operation Manual; Assist in the preparation of bidding documents for acquisition of goods, works and non-consulting services, and the REOI and RFP for consulting services etc.. He/she provide technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

  • Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: At least Bachelor’s degree with a major in relevant discipline such as Procurement, Engineering, Law, Finance, Business Administration, Commerce and any relevant field etc. Master’s is an advantage; A professional qualification in procurement from a recognized institution (e.g., Chartered Institute of Purchasing and Supply (CIPS), Institute of Supply Management (ISM), etc. will be an advantage; A strong experience of at least 5 years’ general experience in procurement services in public and private sector with a demonstrated strong track record in the management of procurement; At least 3 years procurement experience under projects financed by Multilateral Development Institutions like the World Bank, UN Agencies AfDB, IsDB .etc; Good demonstrated knowledge in the application of the World Bank Regulations or similar Multilateral Organizations; Good skills in project management and communications, both written and oral, fluent in English. Proven integrity in handling public resources and in executing duties; Experience of using systems like Bank’s STEP system, UN portal etc. will be of an added advantage proven integrity and confidentiality in handling public resources. Proven track record in working effectively within multidisciplinary teams; Experience in similar working environment like that of South Sudan is desirable and computer knowledge and skills

  • The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services.
  • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
