The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.
The Consulting Services (the Services) is required to develop appropriate technical skills among specialists of Somalia Bureau of Standards, Ministry of Commerce and Industry, Ministry of Livestock and Forest Range and other public labs through know-how transfer on the implementation of quality standards in accordance with national, international, and importing countries requirements, certification, testing, operation of the metrology equipment in the fields of livestock. The objective is to build the capacity in accreditation and the certification bodies of the livestock sector.
The capacity building training is expected to be conducted over a period of 6 months from commencement.

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the firm and at least 10 years in business (in livestock sector quality infrastructure and successful track record in conducting assessments/ trainings on livestock value chains, livestock production, animal health and export processing and information flow between key stakeholders, working on standardization and conformity assessment, testing, metrology in organization or similar experience in such project model implementation and veterinary; 10 years experience working on standardization and conformity assessment, testing, metrology in organization or similar experience such projects model implementation and veterinary; Knowledge in the livestock sector horn of Africa and international experience outside Africa; Experience in coordinating/implementing complex technical quality infrastructure projects in developing country; demonstrate experiences of similar assignment (s), and/or worked with countries to comply with standards set by different standard bodies (e.g. ISO Sanitary and Phytosanitary, World Organization for Animal Health (OIE/WOAH)) and standard bodies.)
- Experience of conducting similar assignments (at least one experience in conducting similar assignment). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
