- Project Background
The Government of Federal Republic of Somalia received a Grant from the International Development Association (IDA) and Multi-Partner Trust Fund of World Bank to finance NAGAAD Project (SURP-II) and intends to apply part of the proceeds of this grant towards payments for procuring Individual consultants services in Project Implementation Unit (PIU) at Beledweyne Municipality.
NAGAAD Project (SURP-II) is currently operational in Mogadishu, Garowe, Kismayo, Baidoa, Dhusamareeb and Beledweyne. There are Five components: (i) Urban Infrastructure and Services; (ii) Institutional Strengthening and Analytics; (iii) Project Management and Capacity Building; iv) Urban Forced displacement and (v) Contingent Emergency Response.
- Objective of the Assignment
The Community Engagement Officer will be responsible for the social aspect of the project by ensuring that all partners in the project fully adhere and respect the sensitive social lives of the communities living around the targeted roads and bridges area. The candidate will ensure that, the communities benefit from any employment opportunities from road construction works without any discrimination among the different community groups in the Nagaad target areas in a transparent and equitable manner. The Community Engagement Officer will also be responsible for ensuring community participation and consultation in general under Nagaad. The community engagement officer will act as focal point for addressing any community-related issues that may arise during the project implementation and Workplace. The Community Engagement officer will closely work with the Gender/GBV Specialist at PCU and Environmental & Social Safeguard Specialist at PIU/PCU and report to the Beledweyne PIU Project Coordinator.
As part of the NAGAAD (SURP II) implementation, the project seeks to recruit Community Engagement Officer. Specific tasks detailed in the Terms of Reference (TOR) that can be found at www.Hiraan.com
The Beledweyne Municipality now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments, experience in similar conditions and availability of appropriate skills). The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
Required Qualifications and Experience
- University degree in Social science Gender Studies, Community Development, Administration or other relevant discipline.
- At least two years of experience in implementing GBV prevention and response activities.
- Minimum of 3 years of experience in carrying out community engagement activities within a project context.
- Demonstrated ability to engage effectively with the communities;
- Experience in conducting training and facilitating community engagement and community mobilization.
- Excellent verbal communication / facilitation skills;
- Understanding of gender equality and inclusion;
- Ability to analyse social dimensions and adapt these to the context;
- Demonstrated ability to multi-task and work under pressure; and
- Knowledge of local dynamics is an asset.
The duration of the assignment shall initially be for a period of one year with a three-month trial period at the start of the contract with possible extension depending on satisfactory performance and availability of budget.
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and updated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
