The Government of the United Republic of Tanzania through Tanzania Rural and Urban Roads Agency (TARURA) and Tanzania National Roads Agency (TANROADS) has received a credit from the International Development Association (IDA) towards the costs of Dodoma Integrated and Sustainable Transport (DIST) Project. It is intended that part of the proceeds of the Credit will be used to cover eligible payments under the Contract for Consultancy Services for Capacity Strengthening of TARURA – Engagement of Non-Motorized Transport (NMT) Specialist for Dodoma Integrated and Sustainable Transport (DIST) Project, Reference No. AE.92/WB-DIST/P176623 /499465/2025/26/IC/01. The Consulting Services (“the Services”) is to carry out design review, planning and project management of activities implemented under DIST Project. The NMT Specialist will also enhance capacity of Implementing Entities through implementation of projects under Dodoma Integrated and Sustainable Transport (DIST). The NMT Specialist will work for a Contract of 24 months which will be renewable upon satisfactory performance. The Chief Executive of TARURA, now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience: Academic Qualifications A Bachelor’s degree in Civil Engineering, Urban Planning, Transportation Engineering, or a related field. A Master’s degree in Sustainable Urban Development, Transport Planning, or a related discipline will be an added advantage. Professional Accreditation Registration with a recognized professional body (e.g., Engineer’s Board, Urban Planning Association). Certification in sustainable transport or urban mobility planning will be an added advantage. Work Experience Minimum of 10 years of experience in planning, designing, and implementing NMT infrastructure. Proven experience with integrating NMT solutions into urban transport systems and Familiarity with international best practices in NMT development. Demonstrated expertise in conducting surveys, data analysis, and stakeholder engagement for NMT projects. Knowledge of sustainable mobility principles, universal design, and road safety standards. Proficiency in design and planning tools such as AutoCAD, GIS, or similar software. Must have served in similar capacity or equivalent position in at least one (1) assignment of urban road design/supervision/construction Works in the last ten (10) years. Language and regional experience: Must have a working experience of at least three (3) years in developing countries and Proficiency in written and spoken English is mandatory.
