REQUEST FOR EXPRESSIONS OF INTEREST
Tender Title: Consultancy Services to Provide Certified Financial Analyst (CFA) Training to Government of Rwanda Staff and High Performing Students
- Background
The Government of Rwanda has received financing from the World Bank toward the cost of the Revenue Improvement and Spending Efficiency (RISE) Programme-for-Results (PforR), and intends to apply part of the proceeds toward payments under the contract for Consultancy Services to Provide Certified Financial Analyst (CFA) Training to Government of Rwanda Staff and High Performing Students.
The consulting services (“the Services”) include the provision of structured and high-quality Certified Financial Analyst (CFA) tuition services for Government of Rwanda staff and high performing students across CFA Levels I, II, and III. The assignment aims to strengthen professional financial management capacity and contribute to Rwanda’s ambition of becoming a competitive international financial centre through the development of internationally certified finance professionals.
In this context, the Ministry of Finance and Economic Planning (MINECOFIN) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
- Objectives of the Assignment
The main objective of the assignment is to provide professional CFA training and examination preparation support to Government of Rwanda Public Financial Management (PFM) staff and high performing students in order to:
- Strengthen sustainable professional capacity in Public Financial Management occupations across Government institutions and Government-funded projects;
- Support Rwanda’s ambition to establish a competitive international financial centre through the development of internationally certified finance professionals;
- Enhance Rwanda’s financial sector skills base in asset management, climate finance, wealth management, philanthropy, and FinTech; and
- Improve examination pass rates and progression of candidates across CFA Levels I, II, and III.
- Scope of Services
The scope of services includes, among others:
- Delivery of CFA tuition for Levels I, II, and III;
- Revision sessions, mock examinations, and remedial classes;
- Provision of study materials and online learning support;
- Monitoring and reporting on attendance and academic performance;
- Provision of qualified CFA charterholder trainers; and
- Support for examination preparation and candidate progression.
- Duration of the Assignment
The duration of the assignment shall be one (1) year, renewable subject to satisfactory performance, continued need, and availability of funds.
- Shortlisting Criteria
Interested consulting firms shall be required to demonstrate the following qualifications and experience:
- Valid registration as a Training Institution;
- Valid Tax Clearance Certificate;
- Valid accreditation as a CFA Institute approved preparation provider;
- At least three (3) years of experience in delivering CFA tuition services;
- Proven experience in delivering similar assignments to Government institutions, public sector entities, or large corporate organisations, supported by at least two completion certificates;
- Availability of qualified CFA charterholder teaching staff; and
- Availability of adequate training facilities and online learning capability.
Key Experts will not be evaluated at the shortlisting stage.
- Selection Method
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers.
Attention of interested Consultants is drawn to the World Bank’s Procurement Regulations requiring compliance with the World Bank policy on conflict of interest.
Consultants shall not associate with other firms in the form of a joint venture or sub-consultancy for the purpose of this assignment.
Only shortlisted firms will be invited to submit detailed Technical and Financial Proposals.
MINECOFIN reserves the right to accept or reject any Expression of Interest and is not bound to shortlist any Consultant.
- Submission of Expressions of Interest
Expressions of Interest must be submitted in written form through the Umucyo e-Procurement System no later than the date and time specified in the system. Late submissions shall be rejected by the system automatically.
