REQUEST FOR CURRICULUM VITAE TO SUPPORT CHANGE MANAGEMENT. (INDIVIDUAL CONSULTANT SERVICES) Date: 25 April 2019 The Government of Zimbabwe Project: Public Financial Management Enhancement Project (PFMEP) Project ID No.P152932 Contract Title: RFCV-MOF-WB-02-2019 The Republic of Zimbabwe has received financing from the World Bank toward the cost of the Public Financial Management Enhancement Project (PFMEP).The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract to hire an individual consultant to Support Change Management.
The Government of Zimbabwe through support of the Zimbabwe Reconstruction Fund is in the processing of enhancing the functionality of the PFMS system and currently have implemented the Grants Management for accounting for donor funds and the customer relationship management (CRM ) to manage Government Debtors.The government is also in the process of expanding the functionality and usage of the PFMS system by the introduction of additional modules and functionalities ( Budget Planning and Consolidation (BPC); Business Objects and Business Intelligence (BOBI); and, Web Portal (WP).The Government of Zimbabwe is also implementing interface solutions in the form of web interface/ Application Programming Interface (API) for the PFMS and other critical system of the government.
The objective of the this assignment is to recruit an individual consultant who will review the existing PFMS Change Management Programme document and identify gaps “if any” and further strengthen the document in line with current realities and best practice and also support the implementation of Change Management Plan among other activities. The successful consultants will be expected to deliver the following among others : - • Review Change Management Programme • Provide the technical leadership role for the implementation of change management activities by coordinating with various stakeholders and management of the change management programme of the PFMS. • Provide support for cost analysis and management related to change management programme. • Develop a sustainable change management plan/ strategy that will ensure sustainability of PFMS expansion by delivering capacity building and knowledge transfer to officials of government that will carry-on post change management technical leadership at the MoFED. • Support the dissemination activities for PFMS expansion, including the preparation of relevant materials, assisting in the organization of events, workshops and training programs, and other relevant activities to implement the communications strategy.
The estimated period of execution is 9 months. The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants should demonstrate a minimum of 5 years’ experience in implementation of change management programmes, evidence of participation in similar activities in at least two successfully completed projects..
The shortlisting criteria is :- • Graduate University Degree in public finance, engineering/computer science, information systems, public accounting, administration, management or other related fields; • Proven experience of implementing change management in public sector, preferably within SADC and / or African Region; • At least 5 years’ experience in implementation of change management programmes, evidence of participation in similar activities in at least two successfully completed projects are required.At least 2 years’ experience with change management related to IT systems or upgrades • Knowledge of training and capacity building in public sector; Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with World Bank’s Guidelines: Rules and procedures for the use of consultants Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers Interested consultants may obtain further information at the address below during office hours 0800hrs to 1630hrs.
