Background

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization to Enhance Efficient Service Delivery Project. Part of the proceeds will be applied to consulting service to undertake a comprehensive study on civil servant pay and benefits packages.

Objective

The objective of the consultancy service is to undertake a comprehensive study on civil servant pay and benefits packages that will support efficient service delivery.

Eligibility and Shortlisting Criteria

Interested suppliers must demonstrate their qualifications and relevant experience. The shortlisting criteria include:

  • Core business and number of years in operation
  • Relevant experience in similar assignments
  • Technical and managerial capacity of the firm

Conflict of Interest

Attention of interested suppliers is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (procurement regulation), which outline the World Bank’s policy on conflict of interest

Associations

Consulting firm may associate with other firms to enhance their qualifications. Associations must be clearly indicated as either joint ventures or sub-consulting services arrangements. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.

Selection Method

A consulting firm will be selected in accordance with the consultant’s qualification based Selection (CQBS) method set out in the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025.
