The Gambia Ministry of Health has received financing from the World Bank toward the cost of the Gambia Essential Health Services Strengthening Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes services for the preparation of a Briefing Document for each of the two hospitals for the use of the construction consultants who will design the new hospitals.
The Ministry of Health Projects Coordination Unit now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the firm.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Qualification Selection (CS) method set out in the Procurement Regulations.

for a Health Facilities Planner to Prepare Briefing Documents for the Design of Proposed New Hospitals at Brikama and Basse

Background
The Government of the Republic of The Gambia has applied for financing from the World Bank for the proposed Gambia Essential Health Services Strengthening Project (P173287) the objective of which is to improve quality and utilization of essential health services in The Gambia. It will entail improving the quality of essential primary health care services delivery using a results-based financing approach; community engagement to improve utilization of quality health services; and building resilient and sustainable health systems to support the delivery of quality health services. The government also intends to apply a portion of the proceeds of the grant for the construction of two new district hospitals at Brikama and Basse.
The Ministry of Health Projects Coordination Unit (PCU) will seek a firm of architects and engineers to prepare designs for the new hospitals but before doing so, it is necessary to finalize the services and accommodation to be provided at the hospitals and the PCU therefore seeks a suitably qualified and experienced Health Facilities Planner (the Consultant) to carry out this work.
These terms of reference (TORs) set out the details of the assignment together with the duties and responsibilities of the Consultant and should form a basis for the formulation of Technical and Financial Proposals.
- OBJECTIVES OF THE CONSULTANCY The objectives of the Consultancy are the preparation of a Briefing Document for each of the two hospitals for the use of the construction consultants who will design the new hospitals. The Consultant will agree with the PCU the services to be provided at each hospital and these services should be based upon the Gambia Essential Healthcare Package, September 2020. See Annex 1.
When agreement has been reached with the PCU on a Functional Plan for each hospital, detailed Briefing Documents for each hospital will be prepared by the Consultant that will provide the information that will be required by the construction consultants who will design the new hospitals.
C. QUALIFICATIONS
The Consultant should be a health facilities planner of demonstrably international standard and with the experience and qualifications necessary to carry out the tasks outlined in these TORs.
D. SCOPE OF SERVICES
The Consultant will provide the health planning services required for the preparation of Functional Plans and Briefing Documents for both new hospitals.
A preliminary schedule of accommodation for Brikama District Hospital is shown in Table 1; Basse District Hospital will probably be smaller as it is serving a smaller population. One of the Consultant’s tasks will be to finalize the schedules of accommodation for both hospitals.

Table 2 below provides general information about the two existing hospitals. The Consultant will be required to check and revise this information as is necessary to formulate his/her proposals.

Space on both sites will be limited and the development of the hospitals should be on two levels.• ACTIVITIESThe Consultant’s activities will include finalising the services to be provided in each hospital; providing a Functional Plan for each hospital and preparing a Briefing Document for the design consultants showing the ultimate size of each hospital, the services to be provided and the accommodation required to accommodate these services.Functional PlanA Functional Plan should be developed by the Consultant that sets out:• The key planning parameters for the two hospitals including the scope of services to be provided and the facilities needed to accommodate them;• The facilities that are required, the relationships between them and the functional criteria to be followed by the designs.The description of each component should include a description of the services to be provided, operational systems, staffing, workloads, design criteria and space requirements.The Functional Plan should demonstrate the expected case mix (in terms of number of outpatients and inpatients classified by specialty, number of surgical procedures, etc.) over the next 5 – 10 years in order to clearly justify the clinical and support services and the accommodation that will be required.The Functional Plan will be the basis for the calculation of the staff, clinical spaces and support spaces that are required and for the minimum/critical requirements for medical equipment.Briefing DocumentWhen the functional plans and the ultimate sizes of the new hospitals have been agreed with the PCU, the Consultant will prepare a briefing document for the construction consultants who will be engaged to design the new hospitals.The briefing document will include:• Details of the ultimate size and function of each hospital, the health facilities that they will provide and how these will relate to each other.• Schedules of the accommodation that will be necessary to provide the services that each hospital will deliver.• Quality expectations in terms of health and safety, sustainability and the quality of the designs.The document should set out the principles that should be adopted in the development of the designs such as designing for: the local climate, simplicity and economy of construction, ease of maintenance, sustainability, access for all, etc.The document should provide any available information on the sites such as the areas of the sites, information about ground conditions, the location and capacity of utilities, access points and any other constraints.The document should also provide some indication of the estimated total cost of the proposed hospitals including the cost of equipment and furniture.The sort of informati |
