The Gambia Ministry of Health has received financing from the World Bank toward the cost of The Gambia COVID-19 Preparedness and Response Project and intends to apply part of the proceeds for consulting services.
The consulting services are for developing concept design, detailed drawings and bill of quantities for a) Medicines Quality Control laboratory building at Kanifing and b) a central biomedical engineering workshop and office complex at Farato for The Gambia Ministry of Health.
The Ministry of Health Projects Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should demonstrate that they have the required staffing, qualifications and relevant experience to perform the Services. The shortlisting criteria will be the qualifications and experience of the consultants submitting bids.
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.

Provision of Design and Construction Management Services for the Construction of Food and Drug Quality Control laboratory and Biomedical Engineering unit
A. BACKGROUND
The coronavirus disease (COVID-19) caused by the 2019 novel coronavirus (SARS-CoV-2) has been spreading rapidly across the world since December 2019, following the diagnosis of the initial cases in Wuhan, Hubei Province, China. On March 11, 2020, the WHO declared a global pandemic as the coronavirus rapidly spreads across the world. As of April 20, 2020, the outbreak has resulted in an estimated 2,432,460 cases and 166,638. Gambia is one of the affected countries with 10 confirmed cases, 2 recoveries and 1 death. The Gambia is vulnerable to disasters and disease outbreaks due to its geography (including being surrounded by Senegal which has confirmed 377 cases of COVID-19 as of April 20, 2020 and having densely populated urban areas in the western regions) and the weak emergency preparedness systems currently in place that limit effective response. Given that there is no public health facility adequately equipped to treat COVID-19 cases, the confirmed cases are being treated at a private health facility. Additionally, there is no public health laboratory for COVID-19 testing. Accordingly, the Government of The Gambia has developed a National COVID-19 Preparedness and Response Plan. The COVID-19 Plan focuses on scaling-up and strengthening all aspects of preparedness and response including coordination, surveillance, case management, communication and social mobilization, psychosocial as well as logistics and safety. The Gambia COVID-19 Preparedness and Response Project (P173798) USD 10 million financed by the World Bank to support the implementation of the Gambia COVID-19 plan us aimed at preventing, detecting and responding to the threat posed by COVID-19 and strengthen national system for public health preparedness. The project activities will include the establishment of a Biomedical Engineering Unit and a Food and Drug Quality Control Laboratory.
The Government of the Republic of The Gambia, through the Project Coordination Unit (PCU) of the Ministry of Health (MOH), seeks a firm of architects and engineers (the Consultants) to prepare surveys, designs, working drawings, bills of quantities, specifications and bidding documents for the buildings to house these facilities and to provide construction management and supervision services for their construction. These terms of reference (TORs) set out the details of the assignment together with the duties and responsibilities of the Consultants and should form the basis for the formulation of Technical and Financial Proposals.
B. QUALIFICATIONS OF CONSULTANTS
The Consultants should have experience in the design of health facilities and laboratories and/or of works of a similar nature to those set out in these TORs. Experience in developing countries and in Africa will be an advantage.
They should have the necessary personnel required to carry out the services and they should have the financial and technical resources required to undertake the assignment.
The Consultants should ensure that adequate staffing resources are available to complete the work within the shortest time possible and shall not engage in any assignment that may place them in the position of not being able to carry out the specific services described in these TORs.
C. OBJECTIVES OF CONSULTANCY
The general objectives of the Consultancy are to provide surveying, architectural, engineering and quantity surveying services for the design and construction of Food and Drug Quality Control laboratory and Biomedical Engineering unit, for producing working drawings, specifications, bills of quantities, procurement documents and cost estimates and for the supervision and management of the construction of the buildings.
The design objective is the provision of new facilities that will provide the required services and the Consultants will be expected to work closely with MOH in providing appropriate and cost-effective designs. Emphasis should be placed upon simplicity and economy in the design and the construction of the facilities whilst also taking into account the climate and local conditions.
Passive climate control measures such as the provision of insulation to roofs, large roof overhangs and external louvres to protect windows and walls from the sun should be utilized to reduce solar gains, maximize comfort within the buildings and reduce the load on any air-conditioning systems that are necessary. All buildings should if possible be oriented so that their main elevations face north–south to reduce to the minimum their exposure to the sun.
D. SCOPE OF SERVICES
The Consultants will provide surveying, design, documentation, construction management and supervision services. This work will include surveys, assessments of the sites and of any existing services; designs for the new buildings; cost estimates; architectural and engineering working drawings; bills of quantities and specifications for the following facilities:
- The new National Food and Drug Quality Control Laboratory (NFDQCL) at Kanifing Municipal Area
- The new Biomedical Engineering Unit (BEU) adjacent to the existing waste management building at Farato The Consultants will prepare, in close coordination with MOH, a briefing document and a schedule of accommodation for the NFDQCL to use in the design of the building.
The Consultants should however note that a firm of health facilities planners will prepare a schedule of accommodation and briefing document for the new BEU at Farato and for any other biomedical engineering facilities that might be required in other areas of the country and these might not be available until after the consultancy for the design of the buildings is awarded and therefore the design and other work on the biomedical engineering facilities may have to be undertaken after the work on the NFDQCL has started.
It will be the Consultants’ responsibility to ensure that this engagement is managed and completed within the agreed fee and within the agreed time frame.
The Consultants will be required to absorb reasonable client-initiated changes to the designs whilst remaining within the agreed fee. The Consultants are to ensure that the designs and the final documentation of the project are complete and to the satisfaction of the MOH and any relevant authorities and in accordance with the agreed design briefs and schedules of accommodation.. The sketch plan of the two sites and preliminary environmental screening report will be shared with the shortlisted firm for the preparation of technical and financial proposals.
The Consultants will prepare cost estimates when the designs are complete and when contract documentation is complete and will be responsible for ensuring that the construction of the facilities is completed within the agreed cost limits.
The Consultants’ Quality Assurance Program is to be applied to the documentation of this project and the Consultants’ team is to adopt a Computer-Aided Design system facilitating the transfer of information so that the maximum benefit can be derived by all parties.
The consultancy will be carried out in three phases:
- Phase 1 will include visits to the site of the NFAQCL and the carrying out of site and services surveys; preparation of a briefing document and a schedule of accommodation for the NFDQCL; preparation of designs and architectural and engineering working drawings for the new buildings, specifications, bills of quantities; and provision of assistance to the MOH in the preparation of contract docu
