  • Rwanda Water Resources Board (hereinafter called ‘’Client”) funded by world bank to the cost of Construction of fences on fifteen (15) automatic water level monitoring stations located in different districts (Ngororero (1), Rubavu (3), Nyabihu (4), Musanze (4), Gakenke (1), and Burera (2). 3. The Client intends to apply a portion of the funds to eligible payments under the tender as per www.umucyo.gov.rw. 4. Rwanda Water Resources Board now invites, by the present invitation to tender, bids from eligible and qualified bidders: Construction of fences on fifteen (15) automatic water level monitoring stations located in different districts (Ngororero (1), Rubavu (3), Nyabihu (4), Musanze (4), Gakenke (1), and Burera (2). 5. Bidders will be required to provide the following documents:
  • Bills of Quantities
  • Declaration of commitment: Refer to umucyo system
  • Payment for Tender Document: A payment slip of Frw 10,000
  • Registration certificate/certificate of incorporation
  • Tax clearance certificate: A valid tax clearance certificate
  • Certificate from the social security: A valid certificate from the social security
  • Physical address
  • Beneficial ownership declaration form
  • Site visit certificate
  • Planning of works
  • Experience of the key personnel 6. The execution period is 2 months. 7. Interested eligible bidders may obtain further information of the tender document from the E-Procurement system for Rwanda (www.umucyo.gov.rw) free of charge. 8. A complete set of bidding Documents may be obtained by interested bidders from e-procurement system. Bidders must pay non-refundable fee of Ten Thousand Rwandan Francs (10,000 FRW). The sum is to be deposited at RRA account opened at any commercial bank. A compulsory site visit is scheduled as indicated in the table below and will be conducted by staff of the Rwanda Water Resources Board. Date Site to be visited and location 23/06/2026 Departure from Rubavu District at 10h00 to the following sites: Nyundo, Karambo_mahoko and Bugeshi in Rubavu district, Mizingo and Nyamukongoro in Nyabihu district. 24/06/2026 Departure From Nyabihu district at 10h00 to the following site: Nyabarongo_gatumba in Ngororero District and Kinoni_Byangabo in Musanze District. 25/06/2026 Departure from Musanze district at 10h00 to the following sites: Cyuve, Nyabutoshwa and Mpenge in Musanze district and Muhabura_mbandama and Kagere in Burera District. 26/06/2026 Departure from Musanze district at 10h00 to the following sites: Nyamutera and Rubagabaga in Nyabihu district and Ngaru_Mukungwa in Gakenke District. Note: - Participation in the site visit is mandatory, Bidders who fail to submit a valid site visit certificate their bids will be rejected." - Please note that the site visit will commence on 23/06/2026 as indicated in the umucyo system. However, site visits will continue until 26/06/2026, as specified in the tender document. 9. Bids must be submitted through E-Procurement system (www.umucyo.gov.rw); Bids will be opened automatically by the system by the date indicated by the system. 10. Bidding will be conducted in accordance to Law N° 031/2022 of 21/11/2022 Law governing public procurement
