• The Government of the Gambia has received financing from the World Bank toward the cost of the Gambia Inclusive and Resilient Agriculture Value Chain Development Project and intends to apply part of the proceeds toward payments under the contract[1] for Construction of Irrigation Schemes for women and Youth Led Agribusiness Firms: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”]
• The Ministry of Agriculture now invites sealed Bids from eligible Bidders for Construction of Irrigation Schemes for women and Youth Led Agribusiness Firms, which includes , drip irrigation , sprinklers system, Solar pumping system , chain link fencing , Farms Shades , VIp latrines and solar cold storages facility for a period of 15 months in different locations across the country with a margin of Lot 1A – Drilling of Boreholes, Supply & Installation of Solar Water Pumping Systems at 20 locations -

Lot 1B – Drilling of Boreholes, Supply & Installation of Solar Water Pumping Systems at 20 locations-

Lot 2A – Construction of Chain-link Fencing, Multi-Purpose Shed & VIP Latrines at 20 locations

Lot 2B – Construction of Chain-link Fencing, Multi-Purpose Shed & VIP Latrines at 20 locations

Lot 3 – Supply and Installation of Solar-powered Cold Storage at 40 locations -

Lot 4 – Supply & Installation of Sprinkler Irrigation Systems at 21 Locations-

Lot 5 - Supply & Installation of Dip Irrigation Systems at 19 Locations -

• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 2023 Procurement Regulations edition as per legal agreement] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from Gambia Incusive and Resilient Agriculture Value Chain Development Project , [email protected] / [email protected] [2] and inspect the Bidding document during office hours 8:00am to 16:00 hours from Mondays to Thursdays and 8:00am to 12:30pm Fridays [at the address given below [state address at the end of this RFB] [3].
• The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[4] of GMD10,000.00 Ten thousand Dalasi only per Lot . • Bids must be delivered to the address below [state address at the end of this RFB][5] on or before 7th December 2023 at 12:00 noon]. Electronic bidding [will not] be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below [state address at the end of this RFB] on Ministry of Agriculture , Conference Room , Quadrangle , Banjul at 12:30pm All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
• All Bids must be accompanied by a Bid Security amounting to the following by Lot Lot 1A – Drilling of Boreholes, Supply & Installation of Solar Water Pumping Systems at 20 locations - Lot 1A: GMD 1,700,000.00

Lot 1B – Drilling of Boreholes, Supply & Installation of Solar Water Pumping Systems at 20 locations- Lot 1B: GMD 1,700,000.00

Lot 2A – Construction of Chain-link Fencing, Multi-Purpose Shed & VIP Latrines at 20 locations - Lot 2A: GMD 1,800,000.00

Lot 2B – Construction of Chain-link Fencing, Multi-Purpose Shed & VIP Latrines at 20 locations - Lot 2B: GMD 1,800,000.00

Lot 3 – Supply and Installation of Solar-powered Cold Storage at 40 locations - Lot 3: GMD 600,000.00

Lot 4 – Supply & Installation of Sprinkler Irrigation Systems at 21 Locations- Lot 4: GMD 1,300,000.00

Lot 5 - Supply & Installation of Drip Irrigation Systems at 19 Locations - Lot 5: GMD 3,800,000.00

• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
