• This Invitation for Bids follows the General Procurement Notice (GPN) for this Project which appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 dated 28.11.2021 and the National e-Procurement System of Tanzania (NeST) dated 26/10/2023.

• The Government of United Republic of Tanzania has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation (HEET) Project through the Ministry of Education Science and Technology (MoEST) and intends to apply part of the proceeds toward payments under the contract for the Construction of Academic Block at Tanzania Institute of Accountancy Singida Campus. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

• The Tanzania Institute of Accountancy (TIA) now invites sealed Bids from eligible Bidders for Building Contractors Class One for the Construction of Academic Block at Singida Campus for

• Bidding will be conducted through the National Competitive Tendering as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition, November 2020 as well as the Public Procurement Act, CAP 410, and is open to all Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from TANZANIA INSTITUTE OF ACCOUNTANCY (TIA), P.O.BOX 9522 DAR ES SALAAM located at Kurasini Junction of Kilwa Road/Mandela Road and inspect the bidding document through NeST.

• A complete set of bidding document(s) in English may be accessed through NeST freely.

• Bidders are required to register through NeST and pay the bid participation fees indicated in the NeST (https://nest.go.tz/nest-tenderer/wallet/tender-charges) to be able to participate in this Bidding process. NeST payment user guide is made available in the NeST dashboard.

• The Bidders shall submit their bids electronically through NeST. Before the cut-off date and time for submission. Detailed guidelines for viewing Bidding Documents, responses to clarifications and amendments, and online submission are given on the website: https://www.nest.go.tz. On 20/06/2024, 14:00 PM the system automatically will not allow late submission of bids. Bidders are solely responsible for monitoring the system during the bidding process for all clarifications/amendments with respect to this IFB.

• All bids must be accompanied by a Bid Security in the form of Tender Security - Bank Guarantee in the currency of The Tanzanian Shilling or freely convertible currencies in case of foreign Bidders worth 270,000,000.00.

• Bids not received or opened through NeST shall not be accepted for evaluation irrespective of the Circumstance
