GOVERNMENT OF THE REPUBLIC OF MALAWI ROADS AUTHORITY Specific Procurement Notice Request for Bids (RFB) Works (Two-envelope Bidding Process, Without Prequalification) Employer: Roads Authority Project: REGIONAL CLIMATE RESILIENCE PROGRAM FOR EASTERN AND SOUTHERN AFRICA 2 Contract title: Construction of Washed away Road Sections and Drainage Structures on Chingo – Makanjira (S129) Road in Mangochi District - Lot 3 Country: Malawi Grant No.: IDA-E2800 RFB No: MW-RA-404467-CW-RFB Issued on: 22nd August 2025 • The Government of the Republic of Malawi has received financing from the World Bank toward the cost of the REGIONAL CLIMATE RESILIENCE PROGRAM FOR EASTERN AND SOUTHERN AFRICA 2 (RCRP2-MW) and intends to apply part of the proceeds toward payments under the contract for Construction of Selected Bridges and Approach Road Sections on Chingo – Makanjira (S 129) Road in Mangochi District - Lot 3. • The Roads Authority now invites sealed Bids from eligible Bidders for Construction of Selected Bridges and Approach Road Sections on Chingo – Makanjira (S-129) Road in Mangochi District - Lot 3. The construction period is 24 months including the mobilisation period and margin of preference is not applicable. • The project involves the construction of Nine (9) number bridges namely: Lusalumwe Bridge (Km 6+000), Nkuli Bridge (Km 17+100), Kalanje Bridge (Km 24+000), Lungwena Bridge (Km 24+800), Mbwazi Bridge (Km 37+000), Lutende Bridge (Km 42+000, Lilembwe Bridge (Km 48+000), Unga Bridge (Km 57+000), Lugola Bridge (Km 63+000). The works will also involve the reconstruction/rehabilitation/construction of bridge (road) approaches on either side of the bridges. For ease of reference, the bridges are as follows: |

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, Sixth Edition, issued February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20% and for the Bid cost 80 %. 6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MWK180,000.00 (Malawian Kwacha: One hundred eighty thousand only) or USD 100.00 (United States Dollar: One Hundred only) or in a convertible currency. The method of payment will be Bank deposit at the NBS Bank account indicated below. The Bank deposit should be cash or bank certified cheque. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Roads Authority Headquarters Boardroom at 10:00 Hours CAT on 6th October 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 9. All Bids must be accompanied by a “Bid Security” as appropriate of US$ 300,000.00 (United States Dollars: Three hundred thousand only); 10. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration. 11.
