- This request for Bid follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No WB-0P0015674 of 28.11.2021
- The Government of United Republic of Tanzania has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation (HEET) Project through the Ministry of Education Science and Technology (MoEST) and intends to apply part of the proceeds toward payments under the contract for Proposed Construction of the buildings at UDOM Njombe Campus. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
- The University of Dodoma (UDOM) now invites sealed Bids from eligible Bidders for Building Contractors Class One for the Construction of Administration building, Multipurpose academic complex, Hostel building, Workshop building, Cafeteria building and Dispensary building to be built at The University of Dodoma (UDOM) – NJOMBE CAMPUS site; The work must be completed within Twelve (12) months.

| 5 | Cafeteria building | 1 storey | 334• Bidders have the option to Bid for any one or more lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any, for combined lots. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.• Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [November, 2020, Fourth Edition] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.• Qualifications requirements include (1) General Construction Experience: Experience under construction contracts in the role of the prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2014. (2) Specific Construction & Contract Management Experience: experience as a prime contractor in the construction of at least three (3) works of similar nature and complexity in the last ten (10) years with a total value of TZS 16 Billion or its equivalent for all three projects each with minimum of TZS 5 Billion; (ii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of TZS 7 Billion or its equivalent in other currency (s); (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of TZS 1 Billion or its equivalent in other currency. The Employer will aggregate minimum requirements as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria). However, with respect to the specific experience under item 4.2 (a) of Section III - the bidders shall comply with the individual requirement as mentioned above. Further details and complete qualification requirements are provided in the Bidding Documents.• The Bidders shall submit their bids electronically through NeST. Before the cut-off date and time for submission. Detailed guidelines for viewing Bidding Documents, responses to clarifications and amendments, and online submission are given on the website: https://www.nest.go.tz On Monday 21st October 2024, 10.00hours local time the system automatically will not allow late submission of bids. The minutes of the pre-bid meeting will be shared with all bidders. The costs of attending the pre-bid meeting and site visit will be borne by the bidders.• All bids must be accompanied by a "Bid Security" in the form of an Unconditional Bank Guarantee (on the format provided in the bidding document), amounting to Tanzanian Shillings (TZS) Two hundred million (TZS 200,000,000.00), or the equivalent in any freely convertible currency. The Bid Security should be made payable to the Vice Chancellor, University of Dodoma, and can be provided either as an Unconditional Bank Guarantee from a reputable commercial bank, an irrevocable letter of credit issued by a commercial bank, or a Banker's Cheque issued by a commercial bank. The Bid Security should be addressed to the Vice Chancellor, University of Dodoma, P.O.Box 259, Dodoma, and should remain valid for twenty-eight (28) calendar days beyond the bid validity period, i.e., 148 calendar days after the bid submission deadline.• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.• The address(es) referred to above is,Client: The University of Dodoma, Benjamin W.
