REPUBLIC OF THE GAMBIA MINISTRY OF HIGHER EDUCATION, RESEARCH, SCIENCE AND TECHNOLOGY Opposite Gambia Chamber of Commerce &Industry (GCCI) Building Senegambia Highway, Bijilo, The Gambia Specific Procurement Notice Request for Bids Small Works (One-Envelope Bidding Process) Country: The Gambia Name of Project: Second Africa Higher Education Centres of Excellence Development Impact Project Contract Title: The Construction of the University Campus for The Centre of Excellence for Science, Technology, and Engineering for Entrepreneurship (USET) at Brikama, Western Region Grant No.: P169064 RFB Reference No.: MoHERST/STEE/ACEIMPACT/WS/005 • The Government of The Republic of The Gambia has received financing from the World Bank toward the cost of the Second Africa Higher Education Centres of Excellence Impact Project, and intends to apply part of the proceeds toward payments under the contract for The Construction of the Campus for the University for Science, Engineering and Technology for Entrepreneurship (USET) at Brikama. • The Ministry of Higher Education, Research Science and Technology (MoHERST), the Executing Agency of the project represented by the Projects Coordination Unit (PCU) of the ministry of Basic and Secondary Education (MoBSE) the Implementing Agency now invites sealed Bids from eligible Bidders for The Construction of the Campus for the University for Science, Engineering and Technology for Entrepreneurship (USET) at Brikama • Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. • Interested eligible Bidders may obtain further information from The Project Manager, PCU, MoBSE, Willy Thorpe Place Building, Banjul, The Gambia, Telephone (220) 4228522, Facsimile (220) 4225066, Email address pm.pcu.@edugambia.gm and inspect the bidding document during office hours 0800 to 1600 GMT hours Mondays to Thursdays and 0800 to 1200 GMT hours on Fridays at the address given below. • The bidding document is written in English and may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of GMD 25,000 (equivalent to USD 500).

The method of payment will be Cash. The document will be collected at the place of purchase. • Bids must be delivered to the address below on or before Thursday 22 September 2022 at 12.00 p.m. (GMT). Electronic Bidding will not be permitted.

Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Thursday 22 September 2022 12.10 p.m. (GMT). • All Bids must be accompanied by a Bid Security of GMD 3 million or an equivalent amount in a freely convertible currency.
