  • This request for Bid follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) 12th September, 2023
  • The Ministry of Health of the Revolutionary Government of Zanzibar, through the Government of the United Republic of Tanzania has received funds from the World Bank towards the cost of the Tanzania Maternal and Child Health Investment Program. It is intended that part of the proceeds of this fund will be applied to eligible payments under the contract for proposed construction of health centers and staff houses under Tanzania Maternal and Child Health Investment Program (TMCHIP).
  • Ministry of Health (MoH) now invites sealed bids from eligible contractors registered by Zanzibar Contractors Registration Board (ZCRB) and Contractors Registration Board (CRB) of Tanzania in Class One and two building category for carrying out the Construction and Completion of buildings for Lot 1; Lot 2; lot3 and Lot 4 as indicated below:

Lot 1: Proposed Construction of Jang’ombe Health Centre and supporting facilities in Unguja. The works must be completed within twelve (12) months

Lot 2: Proposed Construction of Kivunge Staff Houses and supporting facilities in Unguja. The works must be completed within twelve (12) months

Lot 3: Proposed Construction of Micheweni Staff Houses and supporting facilities in Pemba. The works must be completed within twelve (12) months

Lot 4: Proposed Construction of Fuoni Health Centre and supporting facilities in Unguja. The works must be completed within twelve (12) months

1,198• Bidders have the option to Bid for any one or more lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any, for combined lots. Only unconditional discounts will be allowed. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.• Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [Sixth Edition, February 2025] (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations and those who submitted their bids in the previous tender advertisement, shall be required to re-submit their new bids as per this advertisement.• Qualifications requirements include:(i) General Construction Experience: Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least 5 years, starting 1st January 2020.(ii) Specific Construction & Contract Management Experience: experience as a prime contractor in the construction of at least two (2) works contracts of similar nature and complexity (health centers /residential) buildings in the last (5) years with a value of TZS5 billion for each lot or its equivalent in other currencies;(iii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last three (3) years of TZS 9 billion for each lot or its equivalent in other currency (s);(iv) Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of TZS 2 billion for each lot or its equivalent in other currency. Regarding Award Criteria, the Employer will aggregate minimum requirements as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria). However, with respect to the specific experience under item 4.2 (a) of Section III - the bidders shall comply with the individual requirement of participating Lots as mentioned above. Bidder shall not submit the same experience in more than one Lots (i.e., the same Experience shall not be accepted in more than one lots.) With regard to Key Personnel and Equipment; and to be awarded more than one lots, the bidder must present separate sets of equipment and separate team for each lot. Further details and complete qualification requirements are provided in the Bidding Documents.• A complete set of the bidding documents (in English) is available to interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Tanzanian Shillings Five Hundred Thousand Only (TZS 500,000.00) or its equivalent in freely convertible currency. The method of payment will be by Bank through control number by requesting it from this email [email protected]. The bidding documents will be issued to the bidders both soft copy and in hardcopy collected at the Ministry of Health Zanzibar, Unguja PMU Office opposite to AMPOLA Hospital (Global), Zanzibar School Clinic Building-Unguja Zanzibar.• Request for clarification shall be submitted to procurement management unit via email [email protected]. The minutes of the pre-bid meeting will be shared with all bidders. The costs of attending the pre-bid meeting and site visit will be borne by the bidders.• All bids must be accompanied by a "securing declaration on the format provided in the bidding document) and submitted to Head of Procurement Management Unit, Ministry of Health Zanzibar, PMU Office opposite to AMPOLA Hospital (Global), Zanzibar School Clinic Building-Unguja Zanzibar on or before 26th September 2025 at 15:00 hours EAT. The Bid Security in the form of securing declaration shall be clearly addressed to Principal Secretary, Ministry of Health, P. O.
