- This invitation for bid (RFB) follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) of 28.11.2021.
- The Government of Tanzania has received financing from the International Development Association (IDA) in the form of a “grant” toward the cost of Higher Education for Economic Transformation project and intends to apply a portion of the proceeds of this credit to eligible payments under the contract for the Proposed Construction of ICT Building at IAA Main Campus Arusha-Package One Lot 1; Proposed Construction of Library and Administration Buildings at IAA Babati Campus Manyara-Package Two Lot 2; and Proposed Construction of Academic Building at IAA Songea Campus-Package Three- Lot 3
- The Institute of Accountancy Arusha (IAA) invites sealed Bids from eligible Bidders for Building Contractors Class One to construct the following as summarised in the table below: (The work must be completed within fifteen (15) months for each lot). The description of the buildings and duration are shown in Table 1.

Lot III Academic building at Songea Campus – and its associated External works

- Academic building Five (5) storey (including GF) building and all associated External works; GFA 12243 m2

- Bidders have the option to Bid for any one or more lots. Bids will be evaluated lot-wise, considering discounts offered, if any, for combined lots. Only unconditional discounts will be allowed. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for individual lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.
- Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [September, 2023, Fifth Edition] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Qualifications requirements include (1) General Construction Experience: Experience under construction contracts in the role of the prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2013. (2) Specific Construction & Contract Management Experience: experience as a prime contractor in the construction of at least two (2) works of similar nature and complexity in the last ten (10) years with a minimum value of USD 3.0 Million for Lot 1, USD 4.0 Million for Lot 2 and USD 6.0 Million for Lot 3 or its equivalent; (ii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of USD 4.0 Million for Lot 1, USD 6.0 Million for Lot 2 and USD 8.0 Million for Lot 3 or its equivalent in other currency (s); (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 0.9 Million for Lot 1, USD 1.4 Million for Lot 2 and USD 2.0 Million for Lot 3. Regarding Award Criteria for Multiple lots, the Employer will aggregate minimum requirements for respective Lots/packages as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria). However, with respect to the specific experience under item 4.2 (a) of Section III - the bidders shall comply with the individual requirement of the participating Lots as mentioned above. Bidder shall not submit the same experience in more than one Lots (i.e., the same Experience shall not be accepted in more than one lots.) With regard to Key Personnel and Equipment, to be awarded more than one lots, the bidder must present separate sets of equipment and separate team for each lot. Further details and complete qualification requirements are provided in the Bidding Documents.

- The site visit and Pre-Bid meetings shall take place as per Table 2;

The costs of attending the pre-bid meeting and site visit will be borne by the bidders.• All bids must be accompanied by a "Bid Security" in the form of an Unconditional Bank Guarantee (on the format provided in the bidding document), amounting to Tanzanian Shillings (TZS) One hundred forty million only (TZS 140,000,000.00) for Lot I, Tanzanian Shillings (TZS) Two hundred million only (TZS 200,000,000.00) for Lot II, and Tanzanian Shillings (TZS) Two hundred eighty million only (TZS 280,000,000.00) for Lot III or the equivalent in any freely convertible currency. The Bid Security should be made payable to the, Rector; Institute of Accountancy Arusha and can be provided as an Unconditional Bank Guarantee from a reputable commercial bank . Bidders participating in more than one lot must provide separate bid security for each lot. The Bid Security should be addressed to the Rector; Institute of Accountancy Arusha, P.O. Box2798 Arusha, and should remain valid for twenty-eight (28) calendar days beyond the bid validity period, i.e., 148 calendar days after the bid submission deadline.• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.• The address(es) referred to above is,Client: The Rector,The Institute of Accountancy ArushaAddress: P.O.
