- This request for Bid follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 of 28.11.2021.
- The Government of United Republic of Tanzania has received fund from the World Bank (WB) under the Higher Education for Economic Transformation (HEET) Project through the Ministry of Education Science and Technology (MoEST). This is a five years project from 2021/22 to 2025/26.The State University of Zanzibar (SUZA) is one of the public institutions benefiting from the project. SUZA is directing the funds to development of teaching and learning infrastructure. It is intended that part of the proceeds of this fund will be applied to eligible payments under the contract for The Proposed Construction of Laboratory Complex and Agriculture Building for the State University of Zanzibar (SUZA) at Tunguu, Unguja –Zanzibar.
- The State University of Zanzibar now invites sealed bids from the eligible and qualified bidders (Building Contractors Class One) for carrying out the Construction and Completion of buildings. The works must be completed within eighteen (18) months.

| 2 | Agriculture Building | 3 | 3,315• Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [September, 2023, Fifth Edition] (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.• Qualifications requirements include: (1) General Construction Experience: Experience in construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2013. (2) Specific Construction & Contract Management Experience: Experience as a prime contractor in the construction of at least three (3) works of similar nature and complexity in the last ten (10) years each with a minimum value of US$ 3 million or one contract with minimum value of US$ 9 million or its equivalent; (ii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of USD 11 million or its equivalent in other currency (s); (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 2.5 million or its equivalent in other currency. Regarding Award Criteria, the Employer will aggregate minimum requirements as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria).• A complete set of the bidding documents (in English) is available to interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Tanzanian Shillings Two Hundred Fifty Thousand Only (TZS 250,000.00) or its equivalent in freely convertible currency. The method of payment will be by Bank through control number by requesting it from this email [email protected].N.B: The bidding documents will be issued to the bidders in hardcopy collected at the SUZA PDMU office Room No. TR-05-PDMU TRANSLED Building Tunguu Campus.• Request for clarification shall be submitted to the procurement management unit via email address [email protected] . Replies to clarifications requested by bidders will be emailed directly to all bidders.• Interested eligible Bidders may obtain further information from and inspect the bidding documents at the office and address mentioned below between 08:00 hours to 16:00 hours local time from Monday to Friday inclusive, except on public holidays. Bidders are encouraged to attend the pre-bid meeting which will be held on May 6, 2024 at 10:00 Hours at SUZA main campus offices followed by field visits. The minutes of the pre-bid meeting will be shared with all bidders.
