ADMINISTRAÇÃO NACIONAL DE ESTRADAS, IP Departamento de Aquisições Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Mozambique Name of Project: Climate Resilient Roads for the North (CRRN) (P500488) Contract Title: Acquisition of Metallic Bridges for Post-Climatic Disaster Response Grant No.: IDA – E 3150 RFB Reference No.: 47A003041/CP/35/2026 1. The Government of the Republic of Mozambique has received financing from the World Bank toward the cost of the Climate Resilient Roads for the North (CRRN), and intends to apply part of the proceeds toward payments under the contract for Acquisition of Metallic Bridges for Post-Climatic Disaster Response Provinces.
- The National Roads Administration (ANE, IP) now invites sealed Bids from eligible Bidders for supply of 2,040 m of Metallic Bridges, including 23 units of 30m bridges (690m), 10 units of 45m bridges (450 m), 15 units of 60 m bridges (900m), 3 sets of assembling equipment, and 3 sets of launching noses. Delivery: CIP Nacala Final Destination: ANE Construction Site in Namaita (235km from Nacala), in Nampula Province including quantities, location, delivery period, margin of preference if applicable.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40 % and for Bid cost: 60 %; 5. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MZN 3,200.00 or USD 50.00. The method of payment will be a direct deposit to the account number indicated below.
A hard copy of the documents will be provided upon presentation of proof of payment at the address indicated below. Bids must be delivered to the address below on before 10:00 a.m., 2nd of October 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below.
All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
