The Government of Malawi has received financing from the World Bank towards the cost of the Malawi Watershed Services Improvement Project (MWASIP) and intends to apply part of the proceeds towards payments under the contracts for Construction of Office Infrastructure Associated with the Operation of Meteorological Weather Radar in Malawi. 2. The Ministry of Water and Sanitation through the Department of Climate Change and Meteorological Services (DCCMS) now invites sealed Bids from eligible Bidders for Construction of Office Infrastructure Associated with the Operation of Meteorological Weather Radar in Malawi and the scope works are detailed below: |

Bids will be evaluated lot-wise, taking into account discounts offered, if any. The Contract will be awarded to the Bidder (s) offering the lowest evaluated cost to the Employer for each Lot, subject to the selected Bidder(s) meeting the required qualification criteria for the Lot. A Bidder (s) may only be awarded one Lot/Contract. 4. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”) and is open to all bidders as defined in the Procurement Regulations. 5. Interested eligible bidders may obtain further information and inspect the Bidding Documents from the Malawi Watershed Services Improvement Project (MWASIP) offices at the address given in paragraph 10 (a) below from 08.00 Hours to 12.00 Hours and 13.00 Hours to 16.00 Hours local time, from Monday to Friday, excluding public holidays. 6. The Bidding Document in English language may be purchased by interested eligible bidders at the address given in 10 (b) below and upon payment of a non- refundable fee of MK20, 000.00 (Twenty Thousand Malawi Kwacha) or equivalent in a freely convertible currency. The method of payment is cash or bank certified cheque. The document will be sent by E-mail. 7. Bids must be delivered to the address given in 10 (c) below on or before 10:00 Hours local time on Wednesday, 22nd October 2025. Electronic bidding will not be permitted. Late Bids will be rejected. Bids shall be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address given in 10 (d) below at 10:00 Hours local time on Wednesday, 22nd October 2025. 8. All bids must be accompanied by a signed Bid Securing Declaration as specified in the bidding document. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
