Ministry of Water Resources and Sanitation Invitation for Bids NATIONAL COMPETITIVE BIDDING (NCB) Construction of protective barrier, surveillance shelters and Billboards within the Western Area Peninsula National Park Procurement Number: SL-MWRS-539495-CW-RFB Date of First Issue: 19th May, 2026 The Ministry of Water Resources and Sanitation (MoWRS) has received funds from the World Bank (the “Bank”) toward Sierra Leone water security and WASH access improvement project. The Ministry of Water Resources and Sanitation intends to apply a portion of the proceeds of the fund to eligible payments under the contract for the engagement of contractor to construct protective barriers, surveillance shelter and billboards. The National Water Resources Management Agency is the implementing agency and now invites sealed bids from eligible bidders to: • Construct 4km of protective barrier • Construct 1 No. of surveillance shelters • Construction of 15 No. reinforced concrete billboards Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2025), and is open to all eligible Bidders as defined in the Procurement Regulations. Interested bidders may obtain further information and inspect the bidding document at the address below between 1000hr- 1600hrs. Bidding documents may be purchased upon payment of a non-refundable fee of Le 1,500 (One Thousand Five New Leones) or equivalent in any freely convertible currency. The method of payment will be by Bank transfer, Wire transfer or Direct payment to: Banker: Bank of Sierra Leone Account Name: National Water Resource Management Agencies Account Number: 0111004067 BBan No: 000001011100406701 Bids must be delivered to the address below on or before Tuesday, 16th June 2026 at 1100 hrs.
