Procurement Title: Hiring of a consulting firm for the Development of Draft Instructions for Land Laws, Regulations, and Amendments.

Date of Issue: 21st July, 2023.

The Ministry of Lands, Housing and Country Planning (MLHCP), through the Ministry of Finance has received financing from the World Bank towards the cost of the Sierra Leone Land Administration Project (SLLAP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include “Development of Draft Instructions for Land Laws, Regulations, and Amendments.” The estimated level of effort (professional staff-months) for this assignment is Nine (09) months. Implementation is expected to commence on the 16th of October, 2023 and ends on the 31st July, 2024.

The Ministry of Lands, Housing and Country Planning (MLHCP) through the Sierra Leone Land Administration Project (SLLAP) now invites eligible Consulting Firms, (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: Relevance of Core Business and years in business, relevant experience as a firm, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at this stage (shortlisting stage).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (CQS) Method set out in the Procurement Regulations.
