  • The Government of The Gambia has received financing from the World Bank toward the cost of the Construction of the Biomedical Engineering Unit (BEU) and the National Food and Drug Quality Control Laboratory (NFDQCL) and intends to apply part of the proceeds toward payments under the contract for Construction of the National Food and Drug Quality Control Laboratory (NFDQCL). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
  • The Projects Coordination Unit, Ministry of Health, now invites sealed Bids from eligible Bidders for Construction of the Biomedical Engineering Unit at Farato (BEU) and the National Food and Drug Quality Control Laboratory (NNFDQCL). The works comprise the construction of a new building dedicated to fixing medical equipment machines and the construction of other building in Brusubi dedicated to laboratory uses, and also the provision of external works such as paving, lighting and landscaping for both buildings.

The period for construction is 10 months for the BEU and 16 months for the NFDQCL approximately.

The required qualifications for bidders are:

  • Fifteen (15) years´ experience in construction.
  • At least five (5) Building construction projects completed over last (10) years with contract sums in excess of eight million US dollars (US $ 8,000,000) for each contract.
  • Average annual turnover of twenty-five million US dollars (US $25,000,000) over last five (5) years.
  • Experience constructing (in progress or completed) laboratory of at least 600 square meters, preferable in African Countries. Other experiences in construction of laboratories in other countries will be valid if the construction company has experience in the construction of buildings in African countries.
  • Liquid assets or lines of credit from banks, suppliers and others of five million US dollars (US $ 6,000,000) exclusive of any other current commitments.
  • Demonstrated track record of timely construction works, preferable in The Gambia, Senegal or African countries.
  • Demonstrated track record of conformity with rigorous environmental and social management plans. This is a pre-requisite for selection given the unique environmental and social requirements of the location of the NFDQCL.
  • Evidence indicating readiness for mobilization and start of construction when contract is awarded including two on site engineers with more than 8 years of experience one, of them must be a HVAC system expert for the NFDQCL and one on site engineer (preferably electrical engineer) for the BEU.

No margin of preference shall be applied.

  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  • All Bids must be accompanied by a Bid Security of fifty thousand United States dollars (US $60,000) or three million Gambian dalasi (GMD 3,600,000).
  • All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
