PART 1 – BIDDING PROCEDURES
Section I - Instructions to Bidders (ITB)
This Section provides information to help Bidders prepare their Bids. It is based on a one-envelope Bidding process. Information is also provided on the submission, opening, and evaluation of Bids and on the award of Contracts. Section I contains provisions that are to be used without modification.
Section II - Bid Data Sheet (BDS)
This Section includes of provisions that are specific to each procurement and that supplement Section I, Instructions to Bidders.
Section III - Evaluation and Qualification Criteria
This Section specifies the criteria to determine the Most Advantageous Bid.

PART 2 – WORKS’ REQUIREMENTS

The Works’ Requirements also include the environmental and social (ES) requirements (including requirements relating to Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH)) which are to be satisfied by the Contractor in executing the Works.

- This request for Bid follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 of 28.11.2021.
The Government of United Republic of Tanzania has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation (HEET) Project through the Ministry of Education Science and Technology (MoEST) and intends to apply part of the proceeds toward payments under the contract for Construction of Science, Technology and Innovation (STI) Complex in Dodoma on plot No.11 Block B at NCC Mlimani – Dodoma.
- The Tanzania Commission for Science and Technology (COSTECH) now invites sealed Bids from eligible Bidders for Building Contractors Class II and above for Construction and Completion of Proposed Building and the associated external works.
- The Construction of Science, Technology and Innovation (STI) Complex and the Associated External Works (“the Works”) must be completed within Twelve Months.

- The contract will be awarded to the Bidder offering the lowest evaluated cost to the Employer, subject to the selected Bidder meeting the required qualification criteria.
- Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [September, 2023, Fifth Edition] (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
- Qualifications requirements for the works include experience as a prime contractor in the construction of at leas tthee (3) works of similar nature and complexity in the last ten (10) years with a value of USD 2.5 million or its equivalent (ii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of USD 3.75 million or its equivalent; or (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 0.5 million or its equivalent. Further details and complete qualification requirements are provided in the Bidding Documents.
- Interested eligible Bidders may seek and/or obtain further information online through NeST, www.nest.go.tz.
- A complete set of bidding Document(s) in English language and additional sets may be obtained by interested Tenderers online through NeST, www.nest.go.tz.
- Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above link on NEST and bidders are solely responsible for monitoring the system during the bidding process for all clarifications/amendments with respect to this IFB.
- The site visit and Pre-Bid meeting will be conducted at the proposed site area on Plot No: 11, Block B, NCC Mlimani, Dodoma on 13/12/2024 at 10:00 HRS. The bidders are advised to visit sites at their own costs.
- All bids should be submitted online through NeST at or before 14:00 Local Hours on 24/12/2024. Tender will be opened promptly thereafter online. The tenderer will receive the notification of the tender opening results through their NeST Account. Bids not submitted online through NeST shall not be accepted for evaluation irrespective of the circumstances
- All Bids must be accompanied by a “Bid Security” in the form of “Unconditional Bank Guarantee” amounting to TZS. 130,000,000 (Tanzanian Shillings One Hundred and Thirty Million Only) or its equivalent from a reputable commercial bank or an irrevocable letter of credit issued by a commercial bank. The Bid Security shall be clearly addressed to the Director General, Tanzania Commission for Science and Technology (COSTECH) and shall be valid for twenty-eight (28) calendar days beyond the bid validity period. i.e. 148 calendar days after the bid’s submission deadline.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
