SPECIFIC PROCUREMENT NOTICE (SPN) PROCUREMENT OF WORKS (One-Envelope Bidding Process) Country: Ethiopia Project: Gambella People’s National Regional State, Office of the President and Cabinet Affairs, Lowlands Livelihood Resilience Project Phase Two (LLRP-II) Credit No. / Grant No: 75190 RFB REF:ET-GAM-RPCU-570832-CW-RFB Contract Title: Procurement of Works for the Construction of Veterinary Clinics in Akobo Woreda (Kankan Kebele), Wanthoa Woreda (Matar Town), and Dimma Woreda (02 Kebele); Construction of Fish Collection and Processing Center in Akobo Woreda (Kankan Kebele); and Construction of Poultry Village in Gambella Woreda, Gambella Regional State (Five LOTS) • The Federal Government of Ethiopia has received financing from the World Bank toward the cost of the Lowlands Livelihood Resilience Project Phase Two (LLRP-II) and intends to apply part of the proceeds toward payments under the contract for the above works. • The Gambella People’s National Regional State, Office of the President and Cabinet Affairs, Lowlands Livelihood Resilience Project (LLRP) now invites sealed bids from eligible bidders for the following LOTS:

Participation in multiple LOTS is not permitted. • Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition dated September 2023 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. • Interested eligible bidders may obtain further information from Gambella People’s National Regional State, Office of the President and Cabinet Affairs, Lowlands Livelihood Resilience Project (LLRP), Regional Project Coordination Unit, Mr.,Bayich Pal with the email: bayichpaljiop@gmail.com and inspect the bidding documents during office hours 8:00 am–5:00 pm at the address given below. • A complete set of bidding documents in English may be purchased by interested eligible bidders upon submission of a written application letter to the address below and upon payment of a nonrefundable fee of ETB 500.00(Five Hundred Birr only). The method of payment shall be in banks slip and receipt from Gambella Revenue Authority. The document will be sent by hand delivery procedures. • Bids must be delivered to the address below on November 18th 2026 at 10:00 A.M Morning. Electronic bidding will not be permitted. Late bids will be rejected.
