The request for Bid follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 of 28.11. 2021. The Government of United Republic of Tanzania has received fund from the Word Bank (WB) under the Higher Education for Economic Transformation (HEET) Project through the Ministry of Education, Science and Technology (MoEST). This is a five years project from 2021/22 to 2025/26. Muhimbili University of Health and Allied Sciences (MUHAS) is one of the public institutions benefiting from the project. MUHAS is directing the funds to development of teaching and learning infrastructure. It is intended that part of the proceeds of this fund will be applied to eligible payments under the contract for Construction of Buildings and supporting facilities at Mloganzila Campus in Dar es Salaam Tanzania.

MUHAS now invites sealed bids from eligible building contractors in Class One (building category) for carrying out the Construction and Completion of buildings for Lot 1 and 2 as indicated below:-

Lot 1: Proposed Construction of College of Medicine, Library and ICT, Access roads and supporting facilities at Mloganzila Campus in Dar es Salaam. The works must be completed within eighteen (18) months

Lot 2: Proposed Construction of Lecture Theatre Building, Multipurpose Laboratory (including Anatomy Building), Cafeteria Building and Undergraduate student Hostels at Mloganzila Campus in Dar es Salaam. The works must be completed within eighteen (18) months.

2724 M2Bidders have the option to bid for any one or more lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any, for combined lots. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [September, 2023, Fifth Edition] (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.Qualifications requirements include: (1) General Construction Experience: Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2014. (2) Specific Construction & Contract Management Experience: experience as a prime contractor in the construction of at least two (2) works of similar nature and complexity in the last ten (10) years with a value of USD 8.0 million for each lot or its equivalent in other currency (s); (ii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of USD 9 million for each lot or its equivalent in other currency (s); (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 2 million for each lot or its equivalent in other currency. Regarding Award Criteria for Multiple lots, the Employer will aggregate minimum requirements for respective Lots/packages as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria). However, with respect to the specific experience under item 4.2 (a) of Section III - the bidders shall comply with the individual requirement of the participating Lots as mentioned above. Bidder shall not submit the same experience in more than one Lots (i.e., the same Experience shall not be accepted in more than one lots.) With regard to Key Personnel and Equipment, to be awarded more than one lots, the bidder must present separate sets of equipment and separate team for each lot. Further details and complete qualification requirements are provided in the Bidding Documents.A complete set of the bidding documents (in English) is available to interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Tanzanian Shillings Five Hundred Thousand Only (TZS 500,000.00) or its equivalent in freely convertible currency. The method of payment will be through the Control Number to be provided by MUHAS. Replies to clarifications requested by bidders will be emailed directly to bidders. All responses to clarifications will be communicated through emails and bidders are solely responsible for monitoring the system during the bidding process for all clarifications/amendments with respect to this IFB.The site visit and Pre-Bid meeting shall take place at MUHAS, Mloganzila Campus site on 15th August, 2024 at 10:00 Hours. Bidders are encouraged to attend this pre-bid meeting as per above schedule followed by field visits. The minutes of the pre-bid meeting will be shared with all bidders. The costs of attending the pre-bid meeting and site visit will be borne by the bidders.All Bids must be accompanied by a “Bid Security” in the form of “Unconditional Bank Guarantee” amounting to TZS 350,000,000.00 (Tanzanian Shillings Three Hundred Fifty Million Only) for each lots or equivalent in any freely convertible currency from a reputable commercial bank or an irrevocable letter of credit issued by a commercial bank or Banker’s Cheque issued by a commercial bank. The Bid Security shall be clearly addressed to Muhimbili University of Health and Allied Sciences (MUHAS), P. O. Box 65001, Dar es Salaam and shall be valid for twenty-eight (28) calendar days beyond the bid validity period, i.e. 148 calendar days after the bid’s submission deadline.All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.All Bids in one original plus three copies, properly filled in, and enclosed in plain wax- sealed envelopes must be delivered to the address below, at or before 14.00 local hours on August 30, 2024.
