The Goba Woreda Agriculture and Land Office is inviting sealed bids from eligible contractors for the Construction works of - Wal Ta’i Azira Rehabilitation Small Scale Irrigation Project, financed by the World Bank (IDA), Ethiopian Food System Resilience Program.

• The Goba Woreda Agriculture and Land Office now invites eligible contractors of Category WWC /GC and provide evidence of the following:

Licenses, Certificates & other Mandatory Documents

I. VAT Registration and TIN Certificate.

II. Valid Trade License or Business Registration Certificate.

III. Valid Tax Clearance Certificate for 2018 E.C.

IV. Renewed Construction License for 2018 E.C.

V. eGp (e-Government Procurement) registration certificate.

VI. Original Site Visit Letter: Must be stambed from Kebele and approved by the Woreda Agricultural and land Office.

VII. Bid Security: 500,000.00 (Five Hundred Thousand) ETB in the form of a CPO (Cash Payment Order) or Unconditional Bank Guarantee.

VIII. Sound Unit Rate Analysis.

IX. Site-specific work schedule, construction methodology, and quality control plan.

X. Environmental and Social (ES/ESHS) management plans and codes of conduct.

• Bidding Procedure: National Competitive Bidding (NCB), following a Single-Stage, Two-Envelope procedure.

• A complete set of scan soft copy Standard Bid documents in the English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian Birr 500 (Five Hundered) starting from December 31, 2025.at working hours.The method of payment will be depositing the Money in Goba Finance Office Account No.1071305601216 Siinqe Bank and taking a receipt from the Goba Woreda Revenue office Room.04.and then collect the SBD (standard Bidding Document) from Goba Woreda Agriculture & land Office Room No.5.

• The bidding procedure to be followed is a single-stage, two-envelope procedure. Bidders are required to submit Original and One photocopy each of the Technical Proposal and the Financial Proposal.The Technical Proposal shall include the wax-sealed Original,Photocopy,and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together

in one larger envelope clearly marked “Technical Proposal.”The Financial Proposal shall include the wax-sealed Original, Photocopy,each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked “Financial Proposal.”

• Finally, the entire set of documents-both the Technical Proposal and the Financial Proposal-shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer, and the relevant Project details Bids must be delivered to the address below on or before 10:00 A.M. on January,30, 2026, and must be accompanied by a bid security of ETB 500,000(Five Hundred Thousand) in the form of a (CPO) or an Unconditional and irrevocable Bank Guarantee only the bid security Must be addressed Goba Woreda Finance Office. Electronic Bidding will not be permitted. Late Bids will be rejected.

• Bids will be opened in the presence of the Bidders’ representatives and anyone who chooses to attend at 10:30.A.M. on January,30, 2026 Goba Woreda Finance Office Room No 01.

• The Bid validity period shall be: Ninety (90) Calendar days after the latest date for submission of bid.

• The Goba Woreda Agriculture and Land Office reserves the right to accept or reject any or all bids and to annul the bidding process at any time, without thereby incurring any liability to Bidders.
