Construction works of: -Aba-Bulgu Upgrading Small Scale Irrigation Construction Project

SetemaWoreda Agriculture and Land Officeintends to apply parts of the allocated budget of Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction for Aba-Bulgu Upgrading Small Scale Irrigation, in Oromia National Regional State, Jimma Zone, Setema Woreda., and intends to apply part of the allocated budget toward payments under the contract for this construction works.
- The SetemaAgriculture and Land Office now invites sealed bids from eligible bidders for the construction of below Constructionprojects. The names, location, and amount of bid security are indicated in the table below.

- The Setema Woreda Agriculture and Land Office now invites sealed bids from eligible contractors of Category Water Work Contractors (WWC) or General Contractors(GC), to submit sealed bids for providing the necessary labor, material, and equipment for the construction and completion of the above projects.
- Bidders shall have a certificate of competency from the Ministry of Urban Development/Ministry of Water and Energy or Construction Authorities renewed for the bidding period, Commercial Registration Certificate, Renewed Trade license for the bidding period, Tax clearance certificate which is valid for the bid submission date that permits the bidder to participate in any public tender, TIN and VAT registration certificate.
- Bidding will be conducted through National Competitive Bidding (NCB) procedures using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations and is open to all Bidders as defined in the Procurement Regulations.
- Interested, eligible Bidders may obtain further information from the Setema Woreda Agriculture and Land Office, Room Number 4, during Office hours.
- A complete set of Request for bidding documents in the English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon Cash payment of a non-refundable fee of 2000 ETB (Two Thousand ETB) starting from 26, December,2025.at working hours to Setema Woreda Revenue Authority and taking a receipt from their Office to obtain a complete set of Softcopy bidding document in “PDF” format from Setema Woreda Agriculture and Land Office Room No:4, starting from the date of this notice.
- The bidding procedure to be followed is a single-stage, two-envelope procedure. Bidders are required to submit the original and two photocopies each of the Technical Proposal and the Financial Proposal. The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy, and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked “Technical Proposal.”The Financial Proposal shall include the wax-sealed Original, First Photocopy, and Second Photocopy, each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked “Financial Proposal.”
- Both the Technical Proposal and the Financial Proposal shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer, and the relevant Project details. Bids must be delivered to the Setema Woreda Finance Office, Room Number 3, on or before 30, January, 2026, at 10:00 A.M. All bids must be accompanied by a bid security indicated in the above table. Late bids will be rejected. Technical offers, and Bid security of the bidders will be opened by Woreda Technical Committee in the presence of bidders’ representatives who choose to attend at the Setema Woreda vice Administration Office on the same date, 30 January 2026, at 10:30 A.M.
- A bid security in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee must be submitted as stated above, in the name of Setema Woreda Agriculture and Land Office.
- Bids shall be valid for 120 days after the bid closing period.
- The Setema Woreda Agriculture and Land Office reserves the right to accept or reject any or all bids and to annul the bidding process at any time, without thereby incurring any liability to Bidders.
