However, if a bidder wins more than one lot, they should be able to demonstrate that they meet the qualification requirements for those lots by way of liquidity, turnover, experience, equipment and personnel. 3.Bidding will be conducted through open national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers September 2025 “Procurement Regulations”, and is open to all eligible Bidders as defined in the Procurement Regulations that must have the following: • Certificate of Registration or Certificate of Incorporation • Trading or Operation License /Permit • Evidence of Tax compliance • 4.. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70%; and for Bid cost: 30 %. • 5.Interested eligible Bidders may obtain further information from Ministry of Water Resources and Irrigation, attn: Andrew Yunda Stephen, Project Coordinator, plot 11, Block AX11, Juba and inspect the bidding document during office hours from 0900 to 1600 hours at the address given below. • 6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of United States Dollars Fifty (USD 50). The method of payment will be Cash payment at Ministry of Water Resources and Irrigation cahier. The document will be sent by Email to the address provided by the Bidder or issued on recordable CDs or both. • 7. Bids must be delivered to the address below on or before 10.00 local time on 13th January 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 13th January 2026 at 10.05 hours local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. • 8. All Bids must be accompanied by a Bid-Securing Declaration. • 9.
