Republic of Malawi Ministry Of Education REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– INDIVIDUAL SELECTION) Name of Country : MALAWI Name of Project : Skills for A Vibrant Economy Project (SAVE) Project ID/Loan No : P172627 Assignment Title : SAVE Project Construction Engineer Reference No. : MW-MOE-340819-CS-INDV Date of Issue : 11th April 2023 The Malawi Government has received financing from the World Bank toward the implementation of the Skills for a Vibrant Economy (SAVE) Project and intends to apply part of the proceeds for consulting services.
The Project Development Objective (PDO) is “is to increase access, particularly for females, to labour market-relevant skills development programs in participating institutions, targeting priority areas of the economy”. As part of institutional development plans for activities to be implemented in pursuit of its PDO, the SAVE Project implementing institutions have various construction works to be undertaken. The projects vary in size and complexity and they include both new structures and renovation of existing structures.
Construction projects in all national technical colleges, Higher Education Students Loans and Grants Board (HESLGB) and Directorate of Distance and eLearning (DODeL) in the Ministry of Education will be managed by the SAVE Project Implementation Unit (PIU). Projects in Higher Education Institutions (HEI), TEVETA and Domasi and Nalikule education colleges will be managed by the institutions themselves with the PIU providing oversight. In both cases, there is need for construction engineering consulting services to ensure efficient and effective construction outputs.
The consulting services (“the Services”) include to provide leadership, management and technical guidance in all construction engineering matters regarding the construction projects under the SAVE Project in order to ensure timely delivery of project outputs. For construction managed by the PIU, the engineer shall, among other tasks initiate and oversee all feasibility studies, planning, design, technical implementation, operation and maintenance aspects of infrastructure development of the project; check and review all technical aspects of infrastructure as presented by design consultants, structural designs and relevant data to ensure that the designs are adequate, complete and in compliance with recognized technical and environmental standards; coordinate the preparation of final designs, bills of quantities, tender documents and all associated drawings by consultants; vet and authenticate all payment certificates and claims originated by the contractor and supervising consultant prior to payment; and, prepare comprehensive technical reports and supporting documentation to Project Management.
For construction managed by implementing institutions themselves, the construction engineer shall verify with the institutions’ technical experts all technical aspects of infrastructure as presented by design consultants, structural designs and relevant data to ensure that the designs are adequate, complete and in compliance with recognized technical and environmental standards; verify the quality of final designs, bills of quantities, tender documents and all associated drawings by consultants; and consolidate all comprehensive technical reports and supporting documentation to Project Management in accordance with Malawi Government and World Bank requirements.
The successful candidate shall sign a contract for one year, renewable for another year subject to satisfactory performance, need and availability of funds. The detailed Terms of Reference (TOR) for the assignment can be obtained from the address given below.
The Ministry of Education now invites eligible individuals (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The candidate should meet the following minimum qualifications and experience requirements: • Minimum of Master’s Degree in Civil or Structural Engineering with demonstrable experience in managing complex projects. • Be a registered practicing member of a relevant professional body. • A minimum of 5 years working experience as Project Engineer or similar position in the Construction Engineering field with experience in Malawi and or the Region. • Any experience working on projects funded by the World Bank, Africa Development Bank or the European Union. • Knowledge of relevant software and packages necessary for effective construction management and project coordination such as Microsoft Project and Computer Aided Design (CAD). • Highly motivated with excellent planning, analytical, communications and interpersonal skills as well as a high level of diplomacy. • Ability to work with numerous implementing institutions, prioritize and multi-task. • Advanced level of computer skills with working knowledge of Microsoft Office Suite products — Word, Excel, PowerPoint, Project, email.

The Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations of the World Bank.
