- This Request forExpressions of Interest follows the general procurement notice for this project that appeared in UNDB on March 4, 2013 and other Regional News Papers [The Citizen on 1st March, 2013 and The Standard on March 1st, 2013].
- The Government of the Republic of South Sudan (GRSS) has received funding from the International Development Association (IDA) for the South Sudan – Eastern Africa Regional Transport, Trade and Development Facilitation Program (SS-EARTTDFP), and intends to use part of the proceeds for thepayment for consulting services in preparation of concept design, biddocuments, monitoring and supervision of the design and construction of a fibre optic cable from Juba to the Kenyan border.
- The services are expected to be carried out over a tentatively estimated period of twenty four (24) months.
- The Ministry of Telecommunication and Postal Services (MoTPS) now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide the following information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria is asfollows:
- Experience in design studies, bid document preparations, design review, monitoringand supervision of design and build contract for the installation of fibreoptic cable and microwave radio links with at least two (02) similar assignments in the last seven (7) years;
- Detailed knowledge of optical transmission and routing equipment and technologies, fibre optic cables, ducting and deployment techniques, power supply systems, relevant industrycodes and standards;
- Experience in developing and/or post conflict environment; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff.)
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub-consultancy, should be clearly stated. In case ofa joint venture, the firm leading the joint venture should be mentioned. Partnerships with local companies are strongly recommended to enhance local knowledge and reduce travel and accommodation costs.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy onconflict of interest.
- This REOI will result in a shortlist of Consultants who will subsequently be invited to submit detailed proposals. A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans andIDA Credits & Grants by World Bank Borrowers dated January 2011 – Quality and Cost Based Selection (QCBS).
