CONSULTING SERVICES FOR DETAILED DESIGN AND SUPERVISION OF THE LOWER VOLTA DELTA COAST FOR FLOOD RISK AND EROSION MITIGATION

The Government of Ghana through the Ministry of Environment, Science and Technology (MEST) is seeking a consulting firm to conduct detailed design and supervision for flood risk and erosion mitigation in the Lower Volta Delta Coast. This project is part of the West Africa Coastal Areas (WACA) Resilience Investment Project (ResIP 2), funded by the World Bank.

OVERALL OBJECTIVE AND SCOPE OF WORK

The overall objective of this assignment is to prepare both preliminary and detailed engineering designs with construction and maintenance cost estimates, including a cost-benefit analyses of the proposed interventions, prepare bidding documents for construction works for 15 km stretch of the coastline from the estuary to Atorkor, prepare a costed Bill of Quantities and maintenance manual and conduct training sessions for six (6) technical staff in stakeholder institutions who will have the responsibility for the Operations and Maintenance (O&M) management of the marine structures in the project area.

EVALUATION CRITERIA

The shortlisting criteria are:

  • A minimum of 15 years post-qualification relevant professional experience in civil and coastal engineering including engineering analysis and design of coastal engineering structures.
  • Availability of skills among five key staff.
  • Have experience in working with development partners such as the World Bank, African Development Bank, or other International Finance Institutions (IFIs) in developing countries.
  • Must have extensive years of public sector-work related experience (at least 10 years).
  • Certification by Professional Body.
  • Valid Registrar General’s Renewal Certificate (If applicable)
  • Certificate of Registration of Firm
  • Valid Tax Clearence Certificate (If applicable)
  • Valid SSNIT Certificate (If applicable)
  • Valid Public Procurement Authority Certificate (If applicable)
  • Valid VAT certificate (If applicable)

Key Experts will not be evaluated at the shortlisting stage.

MEST now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

DURATION

The contract is scheduled for a period of six (6) months starting from the date of signing.

REQUEST FOR EXPRESSION OF INTEREST

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 revised November 2017, August 2018 and November 2020). ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with Quality and Cost Based Qualification Selection (QCBS) method set out in the Procurement Regulations.
