Assignment Title: Consultancy for feasibility studies, detailed design and supervision of Kotu stream for flood risk mitigation
Reference No. GM-CPCU-377913-CS-QCBS
The Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) (P175525) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes conducting:
- Feasibility Study and Detailed Engineering Design
- Supervision (subject to outstanding time and quality performance during the execution of the first two phases) The consultancy is to support the Government of The Gambia in refining and developing effective and sustainable flood risk reduction solutions in the Kotu Stream drainage basin area, and supervision of their implementation. The expected outcomes once the overall program of works are:
- Protection from floods of residents and property around the Kotu Stream catchment;
- Improvement of the accessibility/connectivity of the area around the Kotu Stream catchment;
- Improvement of the attractiveness of the riverbanks of the entire Kotu Stream for recreational and tourism purposes;
- Improvement of the livability of the city through, among other things, restoring and creating valuable green spaces in the Kotu Stream catchment. The overall objective of this assignment is to carry out a comprehensive flood risk reduction study and design solutions to mitigate those risks in the Kotu Stream catchment area with sufficient detail to proceed to bid for construction. This will be followed by supervision of the works subject to high standards of performance in the initial stages.
The main activities of Phases 1 and 2 will be:
- Review and advance the existing flood risk assessment study for the Kotu Stream drainage basin and provide an improved characterization of flood hazard and risks in the study area through a detailed flood risk assessment.
- Prepare a refined and specific set of integrated, sustainable flood risk management solutions, and carry out a feasibility assessment, cost benefit analysis and provide outlined design of the proposed interventions.
- Carry out social and environmental safeguards analysis to support the potential planning and implementation of the solutions.
- Build a community wide consensus on the flood risk management solutions that begins to change behavior and attitudes towards flooding and river basin management within the Kotu Stream basin through active involvement and engagement with local people and agencies.
- Produce Engineering Designs and Cost Estimates ready for the bidding process. The main activities of Phases 3 will be:
- Carry out a thorough design review
- Support the procurement process to successful contracting of all necessary skills, resources and materials
- Carry out supervision of all engineering works and sites
- Ensure the required quality and performance is achieved to meet the overall project objectives and outcomes. Expected Outputs
The expected outputs of this specific assignment are:
Phase 1: Feasibility study and detailed engineering design
- Updated risk assessment; the feasibility study;
- Preliminary design of flood risk management solutions;
- Detailed Design for preferred solution with accurate cost estimates
- Preparation of Bid Document and advising during the Bidding process;
- Environmental and Social Impact Assessment ;
- Resettlement Action Plan Scoping ;
- Implementation Strategy of preferred alternatives;
- Procurement Strategy and any necessary ToR’s or specifications Phase 2: Supervision
- Administer the works contract on behalf of Gamworks
- Supervise the construction of the works and ensure that the Contractor complies with the technical specifications and drawings, including the Environmental Management Plan (EMP).
- Issue service orders with executory power but only upon approval of the Agency.
- Liaise with public and private institutions connected with the works, including local communities and residents.
- Prepare and submit reports (Technical site meetings, weekly, monthly and works completion) as described in the terms of reference of the Consultant at the stipulated times;
- Assist GAMWORKS in all legal matters arising out of the works contract including attending court cases when required to do so.
- Permanent liaison between the Contractor and the Agency for all matters regarding the execution of the works.
- Collaborate with the contracting entities (Main and /or Subcontractors where applicable) to optimise the Agency and Beneficiary’s interests.
- Advises the Agency in the protection of its interests, particularly in the event of any disputes. The West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consulting firms is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The criteria for evaluating expressions of interest to determine short list shall be as follows:
- Core business of the firm (s)
- 10 years of experience in the consultancy business
- Experience in Conducting similar/relevant assignments ( feasibility studies, detailed design and supervision of works)
- Technical and managerial capability of the firm (structure of the organization, general qualifications, and number of key staff. (Do not provide CVs of the staff). Key Experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Firm will be selected in accordance with the Selection Based on “Quality and Cost Based Selection” (QCBS) Method which is available on the Bank’s website set out in the Procurement Regulations.
