Country: The Republic of the Gambia Project Title: Gambia Inclusive and Resilient Agriculture Value Chain Development Project (GIRAV). Grant Number: IDA-D9190 Project ID NO: P173070 Assignment Title: Consultancy Services for the Detailed Design and Pre-tender/ Pre-Contract Services for GIRAV Feeder Roads. Procurement Method: Quality Cost Base Selection (QCBS) Reference No. (as per Procurement Plan): GM-CPCU-330486-CS-QCBS The Government of the Gambia through the Ministry of Agriculturehas received financing from the World Bank toward the cost of the Gambia Inclusive and Resilient Agriculture Value Chain Development Project (GIRAV), and intends to apply part of the proceeds for consulting services.

The consulting services include Consultancy Services for the Detailed Design and Pre-tender/ Pre-Contract Services for GIRAV Feeder Roads. The detailed Terms of Reference (TOR) for the assignment can be collected from the address bellowed. Mr.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Shortlisting Criteria are: : • Information about firm’s capacity and number of years in offering services/business of design of feeder road. • ii) At least 3 of consulting experience in the areas of feasibility and design of feeder roads or its equivalent. • iii) Technical and managerial organization of the firm and number of key staffs. • iv) Specific Experience in relation to similar assignments.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017, August 2018 and January 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality Cost Base Selection (QCBS)set out in the Procurement Regulations.
