- BACKGROUND
The Government of Ghana through the Ministry of Environment, Science and Technology (MEST) is seeking a consultant for the implementation of fishing net retrieval program for the implementation of the WACA ResIP 2, a World Bank founded project.
- OVERALL OBJECTIVE AND SCOPE OF WORK
The primary objective of this consultancy is to design and implement a comprehensive fishing net retrieval program along the coast of Ghana. This includes establishing collection points, promoting local community involvement, exploring options for recycling or repurposing the collected nets, and raising public awareness. The project will focus on the coastal areas along the coast of Ghana, particularly areas where fishing activities are prevalent.
EVALUATION CRITERIA
The shortlisting criteria are:
- Minimum 5 years of proven experience in waste management, particularly in marine litter and plastic pollution reduction.
- Availability of skills among five key staff.
- Have experience in donor funded projects in circular economy sectors, and sustainable packaging alternatives.
- Must have extensive years of government agencies, NGOs, and the private sector.
- Certification by Professional Body.
- Valid Registrar General’s Renewal Certificate
- Certificate of Registration of Firm
- Valid Tax Clearence Certificate
- Valid SSNIT Certificate
- Valid Public Procurement Authority Certificate
- Valid VAT certificate
Key Experts will not be evaluated at the shortlisting stage.
MEST now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
- DURATION
The contract is scheduled for a period of Fourteen (14) months starting from the date of signing.
- REQUEST FOR EXPRESSION OF INTEREST
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 revised November 2017, August 2018 and November 2020). ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
