Assignment Title: Consultancy for Review, Development, and Implementation of Training and Capacity Building Packages for GBV Service Providers
Activity No. MZ-MTGAS- 513866-CS-QCBS
The Government of Mozambique (GoM), through the Ministry of Labour, Gender and Social Action (MTGAS), with support from the World Bank (WB), is implementing the Capacity Strengthening Program to Improve the Response to Gender-Based Violence (GBV), called Empodera. The program aims to improve the capacity of GBV service providers, strengthen the provision of integrated digital services, and increase their use by survivors.
The EMPODERA Program emerges as a structured response to strengthen institutional and community capacity for GBV prevention and response, aiming to improve:
• The quality and harmonization of training for government and CSO service providers;
• Survivor-centered response, promoting practices that reduce revictimization and stigma;
• Use of digital tools for case management and data integration;
• Sustainability of the multisectoral response through the institutionalization of replicable training packages.
Thus, this consultancy is essential to address persistent gaps, ensure uniform implementation of protocols, and consolidate a national network of adequately trained providers.
The task associated include:
- Mapping and Initial Diagnosis: detailed survey of training needs by province and district.
- Development of Specific Training Packages for different provider groups (health, justice, social action, CSOs).
- Preparation of Operational Guides and Practical Tools (referral, monitoring and evaluation, emergency protocols).
- Training at all levels (central, provincial, district, and community) using the ToT methodology.
- Follow-up, Supervision, and Mentoring: post-training support in-person and online, with quarterly reports.
- Use of national, regional, and international best practices.

The MTGAS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- At least 10 years of institutional experience in implementing social programs, or in the case of a consortium, the lead organization must have at least 10 years and partners no less than 5 years of proven activity.
- Proven experience (minimum 5 years) in designing, developing, and implementing training and capacity building packages for government technicians and civil society organizations, including participatory methodologies and Training of Trainers (ToT) approaches.
- Solid track record in prevention and response to Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH), including protocol design, referral instruments, and psychosocial support
- Experience in implementing large-scale programs (reaching more than 5,000 beneficiaries), with evidence of impact and sustainability
- Demonstrate experience in managing large contracts, preferably funded by multilateral agencies or international donors (World Bank, United Nations, European Union, Bilateral Cooperation).
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
