Assignment Title: Consultancy for the Procurement of Consultant for the development of the Government Cloud Strategy/Policy and Cloud Migration Plan in The Gambia

The Government of The Gambia has received financing from the World Bank toward the cost of the Gambia Fiscal Management Development Project, the Directorate of Public Private Partnership Enterprise (DPPPE) anchored within the Ministry of Finance & Economic Affairs (MoFEA) is the lead implementing agency of the project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include; to provide technical support to the Ministry of Information and Communication Infrastructure (MOICI) and other government agencies, to develop and implement both the “Government Cloud Policy and Strategy and the “Government Cloud Migration Plan” in The Gambia.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Finance & Economic Affairs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

The Consultant will demonstrate relevant and proven experience of previous assignments on cloud computing related research or implementation activities at the national/government level, particularly in designing, developing and implementing national cloud policies and strategies in countries/emerging economies. The following table shows a proposed minimum team composition of the Consultant and requirements and responsibilities for each expert. If possible, the Consultant should have local presence in The Gambia.

The expert should have:• Fifteen (15) years of experience in the digital development field;• at least ten (10) years of experience in the cloud computing related research, development or implementation activities;• significant experience of working in developing economies/emerging markets;• proven technical project and team management skills; and• excellent interpersonal skills with proven team orientation in multi-disciplinary environment and experience of working in environments with limited institutional capacity.Policy/Regulation SpecialistThe expert should:• possess ten (10) years of experience in the digital regulatory space, especially on data/cloud-related policies, strategies and regulations), institutional arrangement, public-private partnerships, cybersecurity, etc.;• have extensive experience with government Enterprise Architecture, whole of government digital platforms, clouds/data centers/disaster recovery; interoperability, cross-sector shared infrastructure/services; and• demonstrate a proven record of formulating and publishing cloud or related policies/strategies and regulatory analysis, either directly or for clients in developing economies.
Technical Specialist (Cloud Engineer)The expert should possess:• seven (7) years of experience in developing, implementing and/or operating data center and/or cloud computing environment; and• familiarity with a variety of related engineering issues, such as data center/cloud management, systems administration, software development, IT/ICT security and network engineering.Economist
The expert should possess:• ten (10) years of experience in economic and cost-benefit analysis of IT projects;• experience in economic analysis on cloud computing, based on deep understanding on how cloud computing is used for other sectors, such as health and education; and• familiarity with cost estimate and business plan development in cloud computing and data center.Legal ExpertThe expert must possess:• ten (10) years’ experience in practicing law for a law firm• must have contributed to or formulated a Bill/Act/regulatory framework within the last six (6) years for a country within the African sub-region. If the formulated documents mentioned above are Cloud-related, it would be an added advantage.• The candidate must be abreast with both domestic (Gambian) and International law.Key Experts will not be evaluated at the shortlisting stage.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. [email protected], [email protected]Terms of ReferenceConsultancy for the development of the “Government Cloud Strategy/Policy and the Cloud Migration Plan” in The Gambia• Background –• Sector and Policy ContextThe Government of The Gambia (GoTG) recently adopted the National e-Government Policy & Strategy 2020-2024, whose ultimate objective is to create and establish an integrated, secure and enhanced online public service delivery framework for use by Government, its employees, citizens and businesses in achieving innovation, efficiency, optimized and cost-efficient governance of public services through the use of ICTs.[1]The National e-Government Strategy sets out four strategic objectives which will make the whole government more accountable as its operations will become more transparent and the opportunities for corruption reduced. Those objectives also leverage advances brought upon by technological innovations to drive the success of digitizing Government and will include the deployment of technologies such as cloud-computing services, internet of things, big data, mobile innovations, etc. The citizens’ and businesses’ technological capabilities will be expanded enhancing their participation in the Government decision-making process. Above all, the Government and The Gambia as a whole will be run in accordance with internationally recognized standards and best practices for e-Government.[2]As stated above, GoTG has recognized the need to deploy a robust government cloud computing infrastructure to serve and achieve other initiatives set out by this e-Government strategy; however, the GoTG still need to take additional actions to adequately operate the government cloud computing infrastructure in the country, including but not limited to the adoption of a government cloud policy and strategy , a government cloud migration plan, a comprehensive data protection law, and an information security management system for the government sector, among others, to ensure that the information stored in the cloud is securely treated.• Cloud Computing and Its Benefit to GovernmentCloud computing can be defined as “a model for enabling ubiquitous, convenient, always available, on-demand network access to a shared pool of configurable computing resources that can be rapidly provisioned and released with minimal management effort or service provider interaction.”[3]Benefits that cloud computing can bring to Governments may include information systems agility, ease of implementation, cost savings, resource pooling or multitenancy, reliability/availability, scalability, focusing on core competencies, access to top end IT capabilities, better services and collaboration, and improved security.Cloud computing also supports the governance principles of providing greater Cybersecurity, Data Protection – including security and privacy, Interoperability of standardized data systems, and Portability of standardized virtual compute and storage resource pools. This promotes greater assurance that information systems will not be easily compromised, will not be confined by proprietary vendor technologies or information systems, and through data systems interoperability supporting greater information sharing.Cloud computing is also inherently disaster and continuity ready. When using a primary and backup cloud resource – whether owned and operated by the government or through arrangement with a commercial cloud service provider (CSP), virtualization software can easily be configured to allow high availability.
