REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Angola Girls Empowerment and Learning for All Project Loan No.: IBRD-92340 Assignment Title: Consultancy for the Preparation of Secondary Education Textbooks and Restructuring of Primary Education Textbooks for Youth and Adult Education Reference No. AO-PAT-549375-CS-QCBS The Government of Angola has received financing from the World Bank toward the cost of the Girls Empowerment and Learning for All Project, and intends to apply part of the proceeds for consulting services.

The consultancy services (“the Services”) include: Restructure the textbooks of primary education for young people and adults, using as a basis the collection of current textbooks "Gostar de Ler e Escrita" of EJA, prepare manuals of secondary education for young people and adults (I and II cycle) and respective methodological guides for facilitators/teachers of secondary education. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Girls Empowerment and Learning for All Project/Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a) Proven experience of at least 3 years in the design and production of materials for youth and adult education (EJA) in public education; b) Proven experience of at least 5 years in the preparation and production of books, didactic-pedagogical material, manuals for students or teachers.

Of the indicated experience, at least one must have been carried out in developing countries with a similar context; c) Minimum experience of 5 years in providing training for trainers in the public education network based on face-to-face teaching and d) Experience that demonstrates knowledge of the Angolan education system, preferably. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
