Part of the proceeds will be applied to consulting service to Support Human Resource Planning of Federal Institutions of Ethiopia Objective The Federal Civil Service Commission (FCSC) seeks to engage qualified consulting firms to Support Human Resource Planning of Federal Institutions of Ethiopia that will support efficient service delivery. Terms of Reference (TOR) The detailed TOR for this assignment is available by contacting the FCSC via the email address provided below or in person at the Commission’s office Eligibility and Shortlisting Criteria Interested suppliers must demonstrate their qualifications and relevant experience.

The shortlisting criteria include: • Core business and number of years in operation • Relevant experience in similar assignments • Technical and managerial capacity of the firm Conflict of Interest Attention of interested suppliers is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (procurement regulation), which outline the World Bank’s policy on conflict of interest Associations Consulting firm may associate with other firms to enhance their qualifications.

Associations must be clearly indicated as either joint ventures or sub-consulting services arrangements. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected. Selection Method A consulting firm will be selected in accordance with the consultant’s qualification based Selection (CQBS) method set out in the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025.
