Country: Kingdom of Lesotho Project: Public Sector Foundations for Services Delivery Project (P174171) Loan No. : 74920 -LS Assignment Title: Consulting service for Leadership coaching program for Senior Government Officials Activity Reference No.: LS-MOFDP-435706-CS-CDS The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Consulting service for Leadership coaching program for Senior Government Officials. (“the Services of the consulting firm will be required to complete the assignment is nine (9) months and the consulting firm should ensure full consistency with Terms of reference.

Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: • The consultancy firm must be a certified institution qualified to undertake leadership development, training and coaching for senior officials. • It should also have skilled experts in the field of industrial Psychology/ Public Administration/ Education Management. • Must have more than 10 years’ experience in development of leadership training programmes. • The Consultancy must have experience of at least 15 years in operation and 10 years in conducting similar assignments with references preferably of the Public Sector setting. • The key experts assigned to coach participants should be registered and credible to undertake coaching for senior officials.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with Open Competitive Selection of Consulting Firms method as set out in the Procurement Regulations. Expressions of interest must be delivered in a written form as follows: • 1 Original and five (5) hard copies • 1 Soft Copy Submissions should be send to the address below (in person, or by mail at masingoaneng.sekete@gov.ls by 27th February 2025. In case of in person delivery, the EoIs may be sent to Ministry of Finance and Development Planning 2nd Floor, Finance House, Government Complex, Kingsway (Office 2010), on or before 28th February 2025. The EoIs will be opened on 28th February 2025 at 14:30hrs Lesotho time in the presence of applicants who wish to attend.
