Government of Lesotho LESOTHO COMPETITIVENESS And Financial Inclusion project REQUEST FOR EXPRESSIONS OF INTEREST RE-ADVERTISEMENT CONSULTING SERVICES - INDIVIDUAL CONSULTANT (IC) SELECTION Country : Lesotho Project Name : Competitiveness and Financial Inclusion Credit No. : P175783- LSO Assignment Title : Financial Sector Specialist- Strengthening the Credit Infrastructure system Reference No. : LS-MTI-366363-CS-INDV The Government of Lesotho has received a loan from the International Development Association (IDA) of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion (CAFI) Project and intends to apply part of the proceeds for consulting services.
One of the key Individual Consulting Services positions within the CAFI Project is that of the Financial Sector Specialist for Strengthening the Credit Infrastructure System. The Consulting Services to be provided by the Financial Sector Specialist include, inter alia: Review the existing regulatory framework, inclusive of the supervisory guidelines and propose modernisation of the framework in line with international standards and practices; Develop the credit bureau supervision framework including manuals and guidelines encompassing the proposed improvements in the law and systems; strengthen monitoring and supervision functions of the CBL through the use of data from the credit bureau, specifically by enhancing credit data usage for macro-prudential oversight and other purposes; enhance effectiveness of the credit bureau by assessing the possibility and models of developing credit scoring system including psychometric scores, enabling easy access of borrowers’ credit scores through mobile apps and USSD; Identify relevant/ additional data to be included in the credit bureau to enhance the use of the credit reporting system; enhance data quality through the review and simplification of data templates.

The Ministry of Trade, Industry, Business Development and Tourism through the PMU, now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The selection criteria include: Minimum of a Master’s degree in economics or equivalent; at least 10 years of financial sector experience including drafting of credit reporting related laws; expertise in the development of financial sector reforms and financial infrastructure; robust experience in assisting and training on supervision of credit information sharing functions. Interested candidates are required to submit their Curriculum Vitae (C.V) together with educational certificates and Expression of Interest (EOI) to the address below.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Financial Sector Specialist will be selected in accordance with the Individual Consultant Selection method set out in Procurement Regulations.
