Activity Reference No.: LS-MOFDP-435705-CS-QCBS The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Consulting service for Organisational Reviews, Updates to Establishment Lists and Job Evaluation.. (“the Services of the consulting firm will be required to complete the assignment is fifteen (15) months and the consulting firm should ensure full consistency with Terms of reference.

Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: • Relevance and suitability of core business area (organisational design and job analysis) of the Consultancy Firm with the subject assignment. • The Service Provider should have an established track record of successfully completing several similar assignments for a period of at least 5 years, supported by references from the period. • Must have a team of relevant experts to undertake the assignment. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The Consultant Firm will be selected in accordance with Open Competitive Selection of Quality and Cost Based Selection method as set out in the Procurement Regulations.
